General Information Short Title: Serum Metabolic biomarkers discovery study of Esophageal Squamous Cell Carcinoma in China Document Type: Presolicitation Notice Solicitation Number: N02CP72667-36(A) Posted Date: 8/24/2017 Response Date: 8/31/2017 Classification Code: B - Special Studies and Analyses - not R&D NAICS Code: 541990 - All Other Professional, Scientific and Technical Services Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E232 Bethesda, MD 20892, UNITED STATES Description The Metabolic Epidemiology Branch (MEB), Division of Cancer Epidemiology and Genetics, NCI conducts intramural research in areas related to nutrition, metabolism and cancer which are aimed at lowering human cancer risk. MEB is in need of a research study that shall undertake the LCMS-GCMS analysis of approximately 200 metabolites in 349 serum samples, including 34 samples for the pre-pilot study, 300 samples of cases and controls (100 esophageal dysplasia cases, 100 ESCC cases and 100 controls), and 15 QC samples. The contractor shall provide a report detailing sample collection, questionnaire data collection, the protocol for the LCMS-GCMS analysis and the results of this analysis to the NCI COR. This report shall be submitted by email, immediately on completion of the work and no later than one year after the date of the award. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial items. The North American Industry Classification System code is 541711 and the business size standard is 1,000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Cancer Hospital, Chinese Academy of Medical Sciences is uniquely qualified to undertake this study given its background in this area and the necessity to maintain consistency with prior studies limited to this geographic territory. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on August 31, 2017. All responses and questions must be in writing and faxed 240-276-5401 or emailed to David Romley, Contract Specialist OR via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov.
