- PRE-SOLICITATION SYNOPSIS Department of Energy (DOE)/ National Nuclear Security Administration (NNSA) Office of Inertial Confinement Fusion (Office of ICF) ICF capsule targets August 24, 2017 FEDERAL AGENCY NAME: Department of Energy (DOE)/ National Nuclear Security Administration (NNSA) PRE-SOLICITATION NOTICE TITLE: ICF Capsule Targets NAICS CODE: 541712 [Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a Small Business Standard of 1000 employees] PRODUCT/SERVICE CODE (PSC): AJ12 [R&D - General Science/Technology: Physical Sciences] PRE-SOLICITATION NOTICE NUMBER: DE-SOL-0010082 PRE-SOLICITATION NOTICE: This pre-solicitation notice is NOT a request for proposals (RFP) and proposals should NOT be submitted at this time. BRIEF PROGRAM SUMMARY: A RFP announcement is anticipated on or about September 29, 2017 and will be not be accessible to the public. This action is anticipated to be sole-sourced to General Atomics. This is a pre-solicitation notice/synopsis for the acquisition of ICF capsule targets to support the DOE/NNSA Office of ICF. The Government is seeking a contractor that can provide ICF capsule targets which are complex, multi-component systems employed by multiple DOE programs for a multitude of high-energy-density (HED) experiments. The Office of ICF is an important constituent of the agency's Stockpile Stewardship Program (SSP), which enables the United States to maintain a safe, secure, and reliable stockpile without the need for underground nuclear tests (UGTs). ICF/HED experiments conducted at the DOE's HED programs typically involve intense energy with fluxes ranging up to 1016 W/cm2 directed onto small targets in very short time intervals, which range from 0.01 to 100 nanoseconds. Under these conditions, the target material is driven to conditions of extreme densities, pressures, and temperatures comparable to those encountered in nuclear weapon events. Material behaviors under these conditions are investigated and analyzed to improve experimental, theoretical, and numerical methods. ICF target dimensions are typically several millimeters (mm) in diameter, and can have shell thicknesses ranging from a few microns to mm; surfaces also vary according to specifications, which can include smooth, rippled, and random but well-quantified texture designs. Targets can also consist of multiple layers separated by gaps ranging from a few microns to mm, and can be manufactured from single, multiple, or composite materials (e.g., plastics, beryllium and uranium metals, alloys, low-density foams, and/or cryogenically cooled hydrogen and/or deuterium); these specifications are characterized to prescribed precisions while minimizing impurities to acceptable fractions. ICF target requirements must also be directly connected to mission Level 2 Milestones and directives. Thus, many of the target components require short-term or long-term research and development (R&D) as well as innovative designs through engineering or assembly development. Reliable and timely fabrication and delivery of targets are also essential for continuous and efficient HED programs operations. Timely development is key to target fabrication, including continuous incorporation of innovative avenues and increasing process efficiencies. In order to meet these requirements, the Contractor must have access to highly-specialized ICF target infrastructure: components, equipment, personnel, and expertise needed to execute R&D, engineering, and manufacturing of ICF targets, components, and assemblies. The scope of the current acquisition is to provide target fabrication support to the following NNSA HED programs: Lawrence Livermore National Laboratory (LLNL), Los Alamos National Laboratory (LANL), Sandia National Laboratories (SNL), University of Rochester Laboratory for Laser Energetics (UR/LLE), and U.S. Naval Research Laboratory (NRL). It is anticipated this will be a sole-source selection conducted in accordance with FAR 15.203(e), in which the Government may issue a Letter RFP in sole-source circumstances. The current ICF capsule targets effort, DE-NA0001808 was awarded to General Atomics on September 27, 2012 and is set to expire on December 31, 2017, valued at $146.7 Million. The effort provides ICF capsule targets to support the DOE/NNSA Office of ICF. The effort was awarded on a sole source basis under FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements," and has been sole sourced for the last 25+ years. TYPE OF CONTRACTS/INSTRUMENTS: The Government intends to award a single Cost-Plus-Fixed-Fee (CPFF) contract. However, NNSA does reserve the right to make multiple awards. The successful contractor will be required to have an adequate accounting system for tracking costs applicable to the contract. The anticipated period of performance for this effort is 60 months. NOTICE TO LARGE BUSINESS ON SMALL BUSINESS OBJECTIVES: The Government anticipates that certain portions of this effort can be subcontracted to small businesses in order to meet the statutory goals. Large businesses shall consider, to the highest extent possible, subcontracted opportunities with small businesses. For proposed awards to be made as contracts (that exceed $700,000) to other than Small Businesses, Subcontracting Plans will be required in accordance with the requirements set forth in FAR 19.704, Subcontracting Plan requirements. As such, Subcontracting Plans will be evaluated and negotiated to ensure that submissions are compliant with FAR Subpart 19.7. For proposed Subcontracting Plans that are below the statutory goals, the offeror will provide additional information which demonstrates how it intends to provide meaningful subcontracting opportunities and rationale to why the goals were not attainable. ON-LINE REPRESENTATIONS AND CERTIFICATIONS: The Contractor will be required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov. Contractors are strongly recommended to review their information in SAM to validate that it is current and up to date. Failure to register in SAM makes a contractor ineligible for award of a DOE contracts in accordance with FAR 4.1102.
