Description

Combined Synopsis and Solicitation Statement of Work Bidder Instructions The NASA Shared Services Center (NSSC) has a requirement to procure a contract to install three (3) Security Gate Arms at Building 9325, National Center for Critical Information Processing and Storage (NCCIPS) Complex, located at Stennis Space Center, MS. NASA/NSSC intends to issue a sole source contract to the SIEMENS, 10216 Third Ave., Ste B, D'Iberville, MS 39540 under the authority of FAR 13.5. It has been determined that SIEMENS is the sole provider for the warranty of the security system that must tie into the security gates. Installation of the security gates occur within 3 month 14 days of the order receipt date. A determination by the Government not to compete the proposed requirement based on responses received to this notice is solely within the discretion of the Government. Responsible contractors that can meet the requirements in this solicitation may respond with comprehensive quotes via email to Nathan.Carver-1@nasa.gov by 12 PM on August 29, 2017 (Central Standard Time). The vendor shall be selected based on the lowest priced technically acceptable. The following factors shall be used to evaluate offers: technically capability and price. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 561621 SIEMENS. The size standard is in millions of dollars ($20.5). Oral communications are not acceptable in response to this notice. An SF1449 will be issued upon award of this procurement. By submission of an Offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.
