Description

Only those offerors remaining in the competitive range may submit revised best and final offer proposals by 4:00PM on August 25, 2017. Proposals from offerors not remaining in the competitive range will not be considered. Instructions to only those Offerors in the competitive range: You are responsible for reviewing the Solicitation package in its entirety and ensuring that all submittal requirements are met. You are also responsible for responding to feedback received during discussions on August 24, 2017. Your RP must include the following: Revision and submission of GSA Form 1364A & Attachment 1 to GSA Form 1364A: Initial each page, sign where appropriate and provide each requested document. Review all costs & provide offer based on the required maximum Net Usable Square Feet (NUSF). Offers must reflect the following: Alternative A) 15-year firm term; Alternative B) 15-year firm term with five 1-year options; Alternative C) 20-year firm term The Contracting Officer reserves the right to award on any available alternative listed above, based on what is considered to be in the best interest of the Government. VA will not award a lease that scores as a Capital Lease pursuant to Office of Management and Budget (OMB) Circular A-11, Appendices A and B. Proposals that result in a capital lease will not be considered for award and shall be eliminated from the competitive range. The Contracting Officer reserves the right to award on any available alternative listed above, based on what is considered to be in the best interest of the Government. This may be your final opportunity to make any changes to this offer, so your costs should be best and final. Ensure all items of the forms are completed in its entirety. Revision and submission of GSA Form 1217 (Nov 2016): Ensure all items of the revised form, provided with Amendment No. 9, are completed in their entirety. Submit with Volume 2-Price Proposal. Ensure the Line 30 total is consistent with the Maintenance Cost Worksheet, Line 70. Maintenance Cost Worksheet: Ensure all you provide a revised, completed, and accurate Maintenance Cost Worksheet. Ensure the date in the header reflects the submission date of your RP. Ensure that Line 70 totals the sum of Lines 36-69 of the Maintenance Cost Worksheet. Ensure the Line 70 total is consistent with GSA Form 1217, Line 30. Subtotal Capital Reserve Narrative: For the Maintenance Cost Worksheet, Line 70 and GSA Form 1217, Line 30, please provide a narrative describing the Offeror s approach to establishing the replacement costs, useful life, and/or annual reserve of individual line items (Lines 36-69) and/or the Subtotal Capital Reserve, Line 70. Any changes to previously proposed prices must be justified in the narrative. Proposal Revision Request: Initial each page and return acknowledgement of this Proposal Revision Request. Submit with Volume 1-Technical Proposal. Any other proposal documents that contain revisions, within the appropriate proposal volume. Ensure consistency across all documents. Any other specific information reviewed during discussions, or any additional submissions specifically related to your RP. VA will only accept emails under 5MB, do not sent files larger than 5MB. Offers must be received by the Contracting Officer and the broker representative no later than 4:00 PM Eastern on August 25, 2017. Only emailed offers will be accepted.
