Contract Drawings Solicitation Offeror's Experience & Past Performance Subcontracting Plan Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for The Dalles Powerhouse Generator Step-up Transformer Removal and Installation, located in Klickitat County, Washington. Project Description: The U.S. Army Corps of Engineers, Portland District, has a requirement for the removal of six (6) banks of existing single phase generator step up transformer banks (TA, T1, T3, T5, T6, T7), and removal of one (1) existing three phase generator step up transformer (T8). The contractor will also be responsible for the installation of five (5) new Government-furnished single phase transformer banks (T1, T3, T5, T6, T7), and one new three phase transformer (T8). Included in the installation is complete connection of all power, control, annunciation, and appurtenances including new 13.8 kV isolated phase bus from the powerhouse deck to the transformers. The transformers will be placed on new foundations and provided with seismic anchoring and updated oil containment. The existing transformers and other associated features, including insulating oil, piping, and any potential asbestos, will be disposed of under this work. Operation and Maintenance Manuals, as-constructed drawings, and training for government personnel shall be furnished on the systems and equipment provided. The period of performance from contract award to contract completion is expected to be 28 months. Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Lowest Price Technically Acceptable source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000. Set Asides and Codes: This is an unrestricted, full and open acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 238210- Electrical Contractors and other Wiring Installation Contractors ($15M). The FSC is Z2KZ - Repair or Alteration of Dams. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOLICITATION.
