08 PWS FKNN172037 Repair B530 Envelope 09 Repair B530 Exterior Drawigns Solicitation COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; only small business offers are accepted and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is W912JD-17-Q-2013 and issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 and DFARS Change Notice (DCN) 20161222. The North American Industry Classification System Code is 238140; size standard is $15.0. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. SUBMISSION AND EVALUATION OF PROPOSALS: To ensure timely and equitable evaluation of the proposal, offerors shall follow the instructions contained herein. Offers shall be submitted as a single electronic package to the Primary Point of Contract email address not later than the date and time identified within this notice. The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Evaluation: The government will award a purchase order to the contractor offering the best overall value to the government. The Contracting Officer may evaluate quotations or offers based on price alone or price and other factors. Evaluation of other factors does not require the creation or existence of a formal data base, but may be based on such information as the Contracting Officer's knowledge, previous work experience (past performance), customer surveys, etc. The System for Award Management (SAM) registration is required. BID SCHEDULE: 0001 Repair Bldg. 530 Envelope FFP 1 Job Non-Personal Services: Provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to repair the Bldg. 530 Envelope and interior finishes in accordance with specifications dated 22 March 2017. 0002 Contract Manpower Reporting Application FFP 2 Job Enter data into the eCMRA system at any time during the contracts period of performance. However, data must be accurate and complete and entered into eCMRA not later than October 31 after the completion of each fiscal year or part of a fiscal year for which such contract is active. The Contractor Manpower Reporting application is available via the Internet at https://cmra.army.mil. Final payment will be withheld until this has been accomplished and confirmed. PERIOD OF PERFORMANCE: 60 Days F.O.B. - Destination. 101 ARW/CES DANIEL TREMBLEY 106 ASHLEY STREET, SUITE 486 BANGOR ME 04401 404-7567 MULTIPLE AWARDS: The Government reserves the right to place awards to multiple vendors. Multiple awards may result from this RFQ if no one vendor is able to meet the Government's delivery schedule. SITE VISIT In accordance with FAR Clause 52.237-1 -- SITE VISIT (APR 1984), Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Site Visit will be held at 106 ASHLEY STREET, SUITE 486, BANGOR, ME 04401 on Wednesday, August 30 at 1:00 PM EST. Interested attendees must provide their name, company name, and vehicle make and model to the Contract Specialist by Monday, August 28 at 12:00 P.M. EST. To access the installation, personnel must have a valid passport or photo identification that complies with the REAL ID system. REQUESTS FOR INFORMATION All submissions shall be submitted by September 1, 2017 at 10:00 A.M. EST. Submission via email is required; no hard copy delivery will be accepted. E-mail submissions shall be sent to usaf.me.101-arw.list.fal-msc-contracting@mail.mil. The following listed FAR provisions and clauses apply to this solicitation and are hereby incorporated: See RFQ W912JD-17-Q-2013 for all provisions and clauses.
