Description

PROJECT #630-10-108 Renovate 4N wing at the VA Medical Center, 423 East 23rd Street, New York, NY 10010. This procurement is a 100% set-aside for a Service Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered and certified in the Center for Veterans Enterprise (CVE) VetBiz Registry database prior to submitting a bid: http://www.vip.vetbiz.gov Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/ Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 236220, size standard of $36.5 Million. The cost range for this project is between $5,000,000 and $10,000,000. This contract does not involve VA sensitive information and contractor personnel do not require access to VA systems. Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of VA. A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around Sep 15, 2017. The bid submittal address, date and time will be included in the solicitation. Specifications and plans will be available for download from the FedBizOpps website at https://www.fbo.gov Amendments to this solicitation will be posted on the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing. All bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. E-mail questions concerning the solicitation to Phillip Kang at Phillip.kang@va.gov. Scope of Work This project includes all work to be performed to renovate the 4N wing to be the relocated Ambulatory Surgery Unit. All construction work shall be performed at the VA Medical Center, 423 East 23rd Street, New York, NY 10010. All work shall be as shown on contract drawings and specifications. This project solicitation will consist of a Base Bid and three Alternate Deduct Bids. The alternate deduct bids will be the Base Bid menus work as indicated on the Contract specs and Drawings. This work shall include but is not limited to the following: Complete demolition, asbestos removal and construction services, including mechanical, electrical, plumbing, medical gases and fire protection work. Mechanical work includes a dedicated mechanical Air Handling Unit (AHU) room with new ductwork distribution. Architectural work includes finish materials, interior windows, exterior louvers, millwork and signage. Work on the 3rd floor North (3N) associated with utility work on 4N. Work associated with the relocation of staff s equipment, furniture and materials from locations within the 3N spaces to temporary positions. All work will be in accordance with all governing agencies. All work will be done using approved materials and a professional work force. All work is to be completed on a timely basis as outlined on the contractors approved schedule. Completion time: 550 days
