The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. Deliver two electronic copies in CD and two (2) copies of schematic, wiring diagrams and control panel layout drawings. •1.3.4 Certified Test Reports Deliver one (1) certified test report of the factory inspection and acceptance testing per unit showing that the equipment meets power, voltage, frequency and specified rating requirements. 1.3.5 QUALIFICATIOIN OF MANUFACTURER Submit a certification that the manufacturer has a minimum of five (5) years' experience in the design, manufacturing, and testing of 400 Hz solid state frequency converters at the same or equivalent kVA and voltage ratings for direct connection to aircraft electrical loads. When specifications require multiple converters operating in parallel, the manufacturer shall provide specific experience with equal or greater KVA rated converters. The certification shall state that the manufacturer is experienced in manufacturing and testing solid state converters of an equivalent or greater kVA rating. Experience in manufacturing motor generator sets does not qualify as equivalent. Experience in manufacturing portable engine-driven 400-hertz power units does not qualify as equivalent. The manufacturer shall be experienced in producing units for installation in permanent buildings in environmentally closed spaces or in weatherproof enclosures as applicable. The manufacturer shall also document that converters are designed for connection to non-linear loads typically encountered in the aircraft industries. The manufacturer shall furnish documented experience with converters in various environmental conditions including exterior flight line. •2. SSFC DESIGN CHARACTERISTICS •2.1 ELECTRICAL CHARACTERISTICS The SSFC shall operate and provide electrical power in accordance with the requirements specified herein when supplied with adequate and suitable power as specified herein. •2.1.1 Input Electrical Characteristics •2.1.1.1. The unit shall accept input voltages of 400VAC (±15%); 440 VAC (±10%); 480 VAC (±10%); 600 VAC (±10%) with a frequency of 50 or 60 Hz (±5%). •2.1.1.2. Maximum continuous load: 90 kVA/kW •2.1.1.3. Total Harmonic Distortion: < 7% •2.1.1.4. Configuration: 3 phase, 4 wire, grounded service. •2.1.1.5. Starting Current: shall not exceed 100% full load input current. •2.1.1.6. A circuit shall detect the loss of a phase and prevent unit from starting. An alarm shall be displayed to indicate that this condition has occurred. •2.1.1.7. The SSFC shall have an internally mounted disconnect [i.e. circuit breaker] connected to the input power lines to allow the input power to be removed in the case of a fault or for maintenance. •2.1.2. OUTPUT ELECTRICAL REQUIREMENTS •2.1.2.1. The SSFC shall be capable of supplying both 28 VDC 600 Amp service and 115/200 VAC 400Hz service simultaneously. •2.1.2.2. The SSFC shall have one output capable of supporting a continuous load of 90 kVA/kW (260 amps) of 3-phase 115 VAC 400 Hz power. The SSFC shall have one output capable of supporting a continuous load of 28Vdc 600 amp power. •2.1.2.3. Output Rating: 4-wire WYE connected, 3 phase, 400 Hz, 50 KW, and Sustain 125% rated load for one hour. •2.1.2.4. Output voltage: 120/208V + or - 10% •2.1.2.5. Voltage Modulation: < 1% •2.1.2.6. Frequency: 400 Hz + or - 0.1% •2.1.2.7. Power Factor: 0.8 lagging to 0.9 leading •2.1.2.8. Total Harmonic Distortion shall be < 2%. •2.1.2.9. The unit shall indicate faults on the display of the control panel. •2.4 OUTPUT Power Cables •2.4.1 The single 90kVA output cable shall be provided separately and it shall be atleast sixty (60) feet long but no longer than one hundred (100) feet, and capable of withstanding overload conditions specified herein. The single 28Vdc 600 amp output cable shall be thirty (30) feet in length, and capable of withstanding overload conditions specified herein. •2.4.2 The output cables shall be of single molded cable construction having met ETL, UL or Mil-DTL specifications and having a sales history of at least 5yrs. •2.4.3 Specify the make and model number of the output cable assemblys in the quote and submittal. The enclosure shall have a NEMA rating to protect against access to hazardous parts, ingress of water (rain, snow, sleet), and ingress of solid foreign objects (i.e., windblown dust, lint, fibers, and flyings). This fixed unit will be for permanent year round outdoor use. Ventilated units with environmental filters are acceptable. <h4 style="MARGIN-LEFT: 1.1in; TEXT-INDENT: -0.35in; mso-list: l0 level3 lfo1; tab-stops: 1.3in"> •3.1.3. The SSFC will be a vertical unit and will be mounted on a housekeeping pad. <h4 style="MARGIN-LEFT: 1.1in; TEXT-INDENT: -0.35in; mso-list: l0 level3 lfo1; tab-stops: 1.3in"> •3.1.4. Major components and subassemblies shall be marked or labeled with an identification number or letter code, or both, on or near the device. The code shall be readily visible when examining the SSFC. •3. •3.2. ENVIRONMENTAL CONDITIONS •3.2.1. The SSFC shall be capable of being operated from no load to rated full load under the following conditions: •3.2.1.1. Ambient temperatures operating ranging from -40° C to +55° C (-40° F to +131°F). •3.2.1.2. Relative humidity: 10% to 95% (non-condensing) •3.2.1.3. Altitude: Up to 3,000 feet above sea level without de-rating. •3.2.2. Acoustical noise shall not exceed 72dBA. •3.2.3. The SSFC shall meet conducted and radiated limits of MIL-STD-461 •3.3. CONSTRUCTION •3.3.1. The electronics and magnetics sections of the SSFC shall be grouped for easy inspection or replacement. Each individual module shall be arranged for removal without disassembly of the SSFC. •3.3.2. Flammable and fungus nutrient materials shall not be used. •3.3.3. All materials shall be new, unused and suitable for the purpose intended. •3.3.4. Case components shall be painted and suitably protected from oxidation and corrosion. Paint color will be the manufacturer's standard color. •3.3.5. The cabinet enclosure shall be designed to be suitable for the intended environmental conditions. The components and sub-assemblies shall be mounted in an enclosure suitable for the intended environmental conditions. This fixed unit will be for permanent year round outdoor use. •3.3.6. Access doors and cover shall be provided with interlocks equipped with a maintenance override for access to component parts. •3.3.7. Power cables shall be high temperature (125 °C) and halogen free. All cables shall be clearly marked near termination points at both ends, using an indelible method (e.g. slip-on type markers). Wrap-around adhesive markers shall not be accepted. The marking/numbering shall correspond with schematics / diagrams. MAINTENANCE •4.1. Other than changing air filters as applicable, the only preventative maintenance required should be checking power connections annually. COMPLIANCE AND CERTIFICATION •5.1. The converter will be UL/CSA listed by an NRTL organization. No further UL/CSA certifications are required for installation. MOUNTING CONFIGURATIONS •6.1. The converter shall be mounted vertically for fixed mount applications to minimize floor space. •6.2. The vendor shall furnish lifting and installation instructions. TRAINING: •7.1. The supplier/manufacturer shall be capable of providing commissioning and start up of the converter after installation and conducting on site operator training at a future date following delivery of the SSFC at purchaser's request. •7.2. The supplier/manufacturer shall be capable of providing maintenance training at the equipment location or at the manufacturer's site for technical personnel at purchaser's request. WARRANTY: The manufacturer shall guarantee that its products will meet all applicable Specifications and other specific product and work requirements including those of performance of this agreement and will be free from defects in material and workmanship. Warranty period shall be for two (2) years from acceptance by the Owner. Warranty shall not be voided by on site maintenance personnel performing basic troubleshooting.
