N00164-17-R-WS21 - COMPETITIVE - Non-commercial Build-to-Print Machine Shop Assemblies-Machining/Manufacturing and Composite Fabrication - FSC 1680 - NAICS 336413 Synopsis Issue Date: 24 August 2017 - Closing Date: 25 September 2017 - 1400 EST (EDT) Anticipated RFP Issue Date: 20 November 2017 - Closing Date: 17 January 2018 - 1400 EST ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) in support of build-to-print machine shop requirements for supplies/services related to EA-18G and P-8A aircraft components, as well as various other related platforms. Requirements include but not limited to: • Precision machining operations such as sawing, grinding, turning, and milling of both metallic and non-metallic materials. • Welding, fabrication, and assembly of metallic and non-metallic materials and components to produce completed assemblies in accordance with drawings or 3-D models and within the defined tolerances • Other various machine shop services including but not limited to water jet cutting, plasma & laser cutting, hot and cold forming, tool & die fabrication, as well as inspection & certification. • Composite capabilities such as autoclave operations, prepreg and wet lay-up operations, grinding, sanding, patching/repair work, debulking, testing, and certification of materials and adhesives. Additionally, prospective vendors will be required to submit a product sample, of the government's choosing, in order to display expertise in either machining and fabrication, or composite fabrication, or both areas. Product samples requirements will be identified in any resultant request for proposals (RFP) and will be due at time of proposal identified within any resultant RFP.As part of the product sample evaluation, laboratory measurements and field tests may be used to determine compliance with the drawing. In addition to the product sample, offers shall submit a proposal in response to the factors and sub-factors described in the solicitation in such detail to allow the Government to evaluate the proposal. However, if the product sample fails the evaluation or no product sample is submitted as a part of the complete proposal submission, the offeror's proposal will not be further evaluated and thus will not be considered for award. Following the evaluation, it is planned to award FFP, Five-Year, IDIQ Multiple Award Contracts to a maximum of twelve (12) contractors for the requirements, with each awardee guaranteed an anticipated minimum dollar amount of $5,000 over the course of the five-year period. A manufacturing proximity requirement of 700 miles from NSWC Crane is anticipated to be included in the RFP. This is 100% small business set aside and all responsible sources may submit an offer that will be considered. Proposers will be asked to indicate the size category (large, small, small-disadvantaged, etc.). Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award. A solicitation will be available at FedBizOpps and no hard copies of the solicitation will be mailed.
