- Pre-Solicitation Notice NANCY FOSTER Dry Dock FY18 Dry Dock for the NOAA Ship NANCY FOSTER The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), will be soliciting for the dry dock repairs to NOAA ship NANCY FOSTER. The NANCY FOSTER is 186 feet long overall, and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Steel Repairs & Modifications; Pipe Repairs and Modifications; Air Conditioning Plant Renewals; Miscellaneous HVAC Modifications and Repairs; Life Raft Annual Inspections; ABS Surveys; Water-Tight Scuttle Renewals; Z-Drive Shafts; Main Shaft & Stern Tube Bearing Installations; Kongsburg 2040 Sonar Installation; Vent Duct Cleaning; Engine Room Supply Plenum Renewal; Z-Drive Room Supply/Exhaust Fan Plenum Renewal; Sea Valve Overhauls; Firefighting System Certification; Bow Thruster Repairs; Anchor Chain Inspection & Stopper Installation; Rescue Boat Davit Replacement; Aft Deck Crane Overhaul and Test; 01-Level Overhaul and Test; Hull Preservation; Sacrificial Anode Replacement; Relocate Laundry Dryer Exhaust; Drydocking and Drydocking Routine Work; Stability Test/Inclining Experiment. OPTION ITEMS: Shell Plate Repairs; Berthing and Hotel Accommodations; Reach-In Refrigerator/Freezer Renewal; Ultra-Low Temperature Scientific Freezer; Convert Former UPS RM to Berthing. The forthcoming solicitation will include a liquidated damages clause. The performance period will be approximately 45 calendar days, with a start date on or about January 8, 2018 and a completion date on or about February 25, 2018. The ship must be mission ready no later than March 5, 2018. The place of performance shall be the contractor's facility. The ship's transit time to and from the place of performance is not included in the specified performance period. Instructions for scheduling ship inspections will be posted with the forthcoming solicitation. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about September 29, 2017 with proposals due on or about October 30, 2017. The anticipated award date is December 07, 2016. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
