- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-IL-17-00025 and a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. Responses may be submitted via email to the point of contact (POC): Sara King at King.Sara@epa.gov, no later than the close of business on September 1, 2017. The Agency intends to make award no later than September 28, 2017. If you have questions please email the POC, or call (312) 866-6565. The North American Industry Classification System code 334516 "Other Measuring and Controlling Device Manufacturing" has a small business size standard of 1,000 employees. The product service code is 6665 "Hazard-Detecting Instruments and Apparatus". FAR 19.5 (c), this requirement is not set-aside for small businesses, because no small businesses were determined to meet the agency need. Market Research conducted did not identify other commercial items or sources other than the original equipment manufacturer for the requirement. Refer to the attached documentation justifying only one source available (Ortec/Ametek) that will satisfy the agency need. However, if another responsible source is capable of fulfilling the requirements, the government may consider quotes on a brand name or equal basis. Region 5, U.S. EPA, Superfund Division, Field Services Branch requires a calibrated, light weight, portable high-purity germanium (HPGe) gamma spectrometer system including all necessary hardware and software components (i.e. power cables/chargers, transport case, etc.), accessories (i.e. shielding, tripod), and original equipment manufacturer warranty (including extended warranty options).
