Description
SYNOPSIS The purpose of this notice is to synopsize the United States Central Command (CENTCOM) Non-Tactical Vehicle (NTV) Leasing and Maintenance requirement in accordance with Federal Acquisition Regulation 5.207. Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for NTV Leasing and Maintenance to support United States Government (USG) customers for use throughout the CENTCOM area of responsibility (AOR). Current known requirements are in Jordan, Kuwait, Qatar, and the United Arab Emirates. Requirements may exist in other countries throughout the CENTCOM AOR, but none are known at this time. It is estimated that the Request for Proposal, W52P1J-17-R-0062, will be issued on or about 7 September 2017 and closing on or about 6 October 2017. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. ACC-RI intends to conduct a full and open, Lowest Price Technically Acceptable best value competition to award up to eight Firm Fixed Price Blanket Purchase Agreements with a non-fee bearing Contract Line Item Number for damages. The period of performance is anticipated to be one base year plus six one year evaluated option periods, and will include Federal Acquisition Regulation clause 52.217-8, Option to Extend Services. The technical evaluation shall contain four parts to determine if an offeror is technically acceptable. The first part is logistical ability to be at full operating capacity within 60 days of contract award. Secondly, an offeror must submit a technically acceptable maintenance plan to include scheduled and unscheduled maintenance including recovery and replacement of immobile vehicles. Thirdly, the offeror must have an adequate quality control plan. Finally, the offeror must submit a plan detailing how their experience and key personnel serve witness to their ability to provide this requirement. The successful offeror(s) for this acquisition will be required to support USG customers with leasing and maintenance of their fleet of NTVs. The requirement includes both scheduled and unscheduled maintenance, as well recovery and replacement of any disabled vehicle. Awardees will receive BPAs with no guaranteed minimum order. Awardees will bid on each individual order and the offeror with the lowest overall price will be awarded a task order for that requirement. The Government reserves the right to announce a new competition (On-Ramp) for the purpose of adding additional BPA holders. On-Ramp procedures may be implemented at any time by reopening the competition and utilizing the same basis of award established in the initial CENTCOM NTV Solicitation W52P1J-17-R-0062. On-Ramp notification procedures will include publicizing a notice on FedBizOps, issuing a solicitation, and conducting a source selection. Any resulting BPA(s) awarded will include the same terms and conditions as the current basic contract. The overall Period of Performance for the basic contract will not be changed as a result of implementing On-Ramp procedures. On-Ramping may be used to: 1. add additional contractors to the pool for leases in Jordan, Kuwait, Qatar, and UAE (JKQU), or 2. to create new pools of vendors in other countries within the CENTCOM AOR. Vendors awarded BPAs in the JKQU pool are eligible, but not required to propose on future solicitations for other countries within the CENTCOM AOR and will remain in the JKQU pool (unless a determination to off-ramp was made, as discussed below). The Government reserves the right to implement Off-Ramp procedures, which would result in the removal of BPA holders. The criteria for Off-Ramping may include, but not limited to, BPA holders not proposing on Requests for Task Order Proposals, not having at least one Task Order award, and/or having less than satisfactory Contractor Performance Assessment Reporting System ratings. If implemented, Off-Ramp procedures will remove BPA holders by not exercising the next available option period. BPA holders wishing to be Off-Ramped can do so upon their request. A special notice was issued on 24 April 2017, seeking interest from industry, prior to release of a potential solicitation. The special notice included a draft Performance Work Statement. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice. Interested parties shall be registered in the System for Award Management prior to submitting a proposal.
