- Financial reporting requirements are increasing in complexity due to DOD/NAVY's audit readiness programs. This amounts to traceability of funding from a variety of customers to the work being performed for those customers. For example, recent "C" type contracts within Naval Air Warfare Center-Aircraft Division (NAWCAD) may have a significantly larger set of Contract Line Item Numbers (CLINs), as many as 80 - 100 CLINS per year, whereas previously they may have only had approximately 10 CLINs. Or, the follow-on to these same 10-CLIN "C" type contracts are now going to be Indefinite Delivery Indefinite Quantity (IDIQ) type contracts, with orders being issued against them broken out by appropriation type, customer, or a combination of both. This is in an effort to provide traceability of different funding types to manage the work. In addition, there may be a larger number of funding lines (ACRNs) on the contract that are specific to certain tasks and /or certain projects. If future solicitations contain a significant number of CLINs for purposes of funding traceability, or are converted to IDIQ type contracts, what type of information can the Government include in the solicitation / contract to ensure Offerors can effectively manage the financial reporting requirements? Is there a projected increase to Industry's overhead costs as it relates to the increased number of CLINS to be managed (or task orders to be managed in the case of IDIQs)? If able to do so, please provide a projection assuming 80-100 CLINS per year on "C" type contracts. As for IDIQs, assume 8-10 task orders per year with approximately 10 CLINs on each. When considering the management by Industry of an increased CLIN set, is there anything additional the Government should be aware of as it relates a potential impact to Industry? Responses should include a company name, point of contact, address, phone numbers, and email address. The Government shall not reimburse for any information provided nor return any information provided. All feedback will be considered anonymous for the purposes of reporting. This announcement will remain in FEDBIZOPS through 14 September 2017. However, responses are requested by 06 September 2017 and are to be submitted to the attention of Beverly Abell via email at Beverly.Abell@navy.mil as well as Mr. Al Hensler at Alfred.hensler@navy.mil.
