- Draft Statement of Work Request for Information Post-Accident Toxicological Testing of Human Samples and Related Services This is a Request for Information (RFI) only. This is not a Request for Proposals (RFP). No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The Federal Railroad Administration (FRA) Office of Railroad Safety has a requirement for post-accident toxicological testing of human samples and related services. The services require the timely analysis of approximately 300 sets of urine and whole blood samples per year (and on occasion, where there has been a fatality, one or more body fluid and/or tissue samples). These samples are obtained primarily from regulated employees who become involved in on-the-job train accidents resulting in bodily injury and/or property damage. The accuracy of this analysis is crucial to the credibility and integrity of the FRA's Post-Accident Testing Program in the eyes of the public, the railroad industry, and railroad employees. Additional duties and responsibilities are described in the attached Draft Statement of Work. Interested parties may submit a brief statement, no more than five (5) pages, demonstrating how they are capable of meeting this requirement. Statements should respond to all items requested in this notice and should entail more than only providing standard brochures and/or paraphrasing the Statement of Work. Feedback and/or evaluation information will not be provided to any firm regarding their individual statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance if applicable (5) Technical description of ability to meet the requirement. Furthermore, any comments, questions, suggestions, concerns, etc. regarding the draft Statement of Work or subject procurement would be greatly appreciated. Interested vendors must submit electronic copies of their respective capability statements to Ryan Daniels at ryan.daniels@dot.gov, no later than close of business on September 4, 2017. Questions may be submitted no later than Wednesday August 30, 2017.
