- NASA Goddard Space Flight Center has a requirement for DSCOVR NISTAR Instrument Calibration and Ground Data Processing with L-1 Standards and Technology, Inc. These services will provide updates to the NISTAR ground data processing algorithms and corresponding documentation that incorporates the latest inflight calibration data. NASA/GSFC requires the support of the DSCOVR NISTAR instrument continued calibration, documentation of the instrument and the calibration work performed and validation of the calibration work via performing scientific research with the obtained NISTAR data that passes the peer review process for science journal articles and conference presentations. The NISTAR calibrations includes the following support work: (1) Analyze Dark Space Calibration results, (2) perform filter intercomparisons, (3) perform receiver intercomparison. In addition, provide documentation of the instrument and the calibration performed and validate the results via science research. NASA/GSFC intend to issue a sole-source Request for Proposal (RFP) to L-1 Standards and Technology, Inc. The estimated period of performance for this firm fixed price (FFP) contract will be for three (3) years (Base: 12 months; Option Period 1: 12 months; Option Period 2; 12 months). The NISTAR instrument was originally built by the National Institute of Standards and Technology (NIST) and their contractor, Ball Aerospace Technology Corporation (BATC) from 1999 to 2001, and then shelved indefinitely. NASA program directives have made this an active instrument again. In the fifteen years since the original build, the expertise regarding the NISTAR instrument has been acquired by L-1 Standards and Technology, which is consequently the only responsible contractor with the requisite key knowledge for the original build and test of the NISTAR instrument to meet the project’s requirement. Personnel at L-1 Standards and Technology, Inc. includes the original builders of the NISTAR instrument, and those that prepared the instrument for flight and performed the in-flight calibration of this instrument. The company is also in sole possession of the required instrument documentation, which is required for the completion of this task. Statutory authority for this procurement is 10 U.S.C. 2304(c)(1) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, organizations who believe they can provide these services without any detrimental impact to the program schedule supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort via email to Patrick B. DeWyngaert, patrick.b.dewyngaert@nasa.gov, not later than 4:30 p.m. ET on Friday, September 8. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. NASA Clause 1852.215-84, Ombudsman, is applicable.
