This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. In accordance with FAR part 5.101 and FAR part 13.106 - a solicitation for the Health Plan Management Support requirement will be posted on FBO.gov for a period of time which allows offerors sufficient time to prepare bids. This requirement shall be competed as a Service-Disabled Veteran Owned Small Businesses (SDVOSB) set-aside under NAICS 561110, with a size standard of $7.5 million, as a Lowest Price Technically Acceptable (LPTA) tailored IAW FAR 13.106-2. All qualified SDVOSBs under this NAICS code are encouraged to submit a proposal. The Department of the Air Force, Air Force Installation Contracting Agency (AFICA), 773d Enterprise Sourcing Squadron (ESS) has a requirement for Health Plan Management & Electronic Health Record Integration, Transition, and Sustainment Support Services per Attachment 1, Performance Work Statement (PWS) dated 4 Aug 2017. This requirement is a joint non-personal services contract to provide Assistance and Advisory Services (A&AS) to support the Health Plan Management & the Electronic Health Record Integration, Transition to Military Health System (MHS) GENESIS, and Sustainment Support Services for the Health Plans Management Division. The scope of the services is outlined in the PWS, but some of the service components include but are not limited to: providing health benefits programs information, counseling, troubleshooting on issues, and providing assistance in accordance with operational guidance on TRICARE benefit/policies. Other duties within this requirement may be found in the PWS. This is a follow on to contract FA8052-14-C-0019 awarded to White Stone Consulting, LLC (CAGE Code 35HU3). Questions: The Government will accept questions concerning solicitation number FA8052-17-R-0021 until 31 Aug 2017 at 10:00 AM Central Time. Proposal Due Date: Proposals must be submitted electronically to the Contract Specialist, Mr. Steven Lewis, via e-mail to steven.lewis.41@us.af.mil and Contracting Officer at brandy.allen.2@us.af.mil. Proposals must conform to the requirements of this solicitation and be received no later than 7 September 2017 at 10:00 AM (local San Antonio TX time). It is the responsibility of the offeror to ensure that the proposal and its attachments are received. Any proposals received after designated closing date and time need not be considered. Notice to Offeror(s) : Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Respondent understands and agrees that it submits its proposal at its own risk and expense, and releases 773 ESS/PK from any claim for damages or other liability arising out of the posting process. 773 ESS/PK shall not be liable for any errors in offeror's response. Offeror is responsible for careful review of its entire response to ensure that all information is correct and complete. Offerors are liable for all error or omissions contained in their responses. All informational material submitted in response to this posting becomes the property of 773 ESS/PK and shall not be returned. Period of Acceptance of Offers. The Offeror agrees to hold the prices in its offer firm for 45 days from the date specified for receipt of offers. Also include in proposal that a Wide Area Work Flow (WAWF) account has been initiated or already established (DoD) has mandated the use of WAWF. All invoices shall be submitted using Wide Area Work Flow (WAWF).
