Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 by Mission and Installation Contracting Command, Fort Belvoir (MICC-FB) in support of PEO EIS Chambersburg, PA for the following: Preventative Maintenance (PM) of Chillers, Chilled Water Pump Variable Frequency Drives, Chilled Water Loop Chemical Treatment and Emergency Repair Services (ERS). This combined synopsis/solicitation constitutes the only solicitation that will be issued. The combined synopsis/solicitation number for this RFP is W91QV1-17-R-0619. This requirement is for a Base Year and (two) 12 month option years. This combined synopsis/solicitation incorporates provisions and clauses. The North American Industrial Classification System Code is 811310 with the small business size standard of $7.5 million. This acquisition is set-aside 100% for small businesses. In order to be considered for an award, an offeror must have completed electronic annual representations and certifications at System for Award Management (SAM) accessed via https://www.acquisition.gov in accordance with FAR 4.1201(a). The offeror should also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. CMR-OY2, Unit of Issue- JOB, Unit Price and Total Price Applicable Wage Determination for the Base Year is Wage Determination No. : 2015-4253 Revision No. 5 Date of Revision: 8/9/2017 PERFORMANCE WORK STATEMENT (PWS) for Chillers, Chilled Water Pumps, Chilled Water Pump Variable Frequency Drives and Chilled Water Loop Treatments Preventative Maintenance (PM) and Emergency Repair Services (ERS) For the Primary Data Center (PDC) AT THE U.S. Army, Primary Data Center (PDC) Bldg. 3N Letterkenny Army Depot (LEAD) Chambersburg, Pennsylvania General Information 1. GENERAL: This is a non-personnel services contract to provide Preventative Maintenance (PM) and Emergency Repair Services (ERS) for two (2) Carrier Model 30XAA3506C-05JFC Packaged, Air Cooled Chillers, with R-143a; two (2) Bell & Gosset Model 1510 BF 8.5 - 15 Horse Power centrifugal pumps to circulate the Chilled Water; two (2) Danfoss Model VLT6000 Chilled Water Pump Variable Frequency Drives (VFDs); and Chilled Water Loop chemical treatment, through one (1) Neptune Model DBG-5HP chemical feeder; and one (1) Neptune Model DFHP glycol chemical feeder, for the closed loop chilled water system. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, transportation, operating systems, software, tools, materials, supervision, and other items to perform non-personal services necessary to execute PM and ERS for two (2) Carrier Model 30XAA3506C-05JFC Packaged, Air Cooled Chillers, with R-143a; two (2) Bell & Gosset Model 1510 BF 8.5 - 15 Horse Power centrifugal pumps to circulate the Chilled Water; two (2) Danfoss Model VLT6000 Chilled Water Pump VFDs; and Chilled Water Loop chemical treatment through one (1) Neptune Model DBG-5HP chemical feeder and one (1) Neptune Model DFHP Glycol chemical feeder for the closed loop chilled water system at the Primary Data Center (PDC) in Chambersburg, Pennsylvania. Industry • Carrier Catalog No. 04-53300112-01, Controls, Start-Up, Operation, Service and Troubleshooting. • Danfoss Variable Frequency Drive Preventive Maintenance Instruction. • Bell & Gossett Series 1510 Centrifugal Pump Installation, Operation and Maintenance Manual. 1.2 Background: This a renewal of a previous procurement for continuing services through a follow on process that has been managed by PL-ALTESS since 2015. 1.3 Objectives: The Contractor shall perform the PM and ERS for two (2) Carrier Model 30XAA3506C-05JFC Packaged, Air Cooled Chillers, with R-143a; two (2) Bell & Gosset Model 1510 BF 8.5 - 15 Horse Power centrifugal pumps, to circulate the Chilled Water; two (2) Danfoss Model VLT6000 Chilled Water Pump VFDs; and Chilled Water Loop chemical treatment through one (1) Neptune Model DBG-5HP chemical feeder; and one (1) Neptune Model DFHP Glycol chemical feeder, for the closed loop chilled water system in Chambersburg, Pennsylvania. The Contractor shall provide 24/7 emergency service with a 4-hour response time and is required to provide a written statement that as the Awardee, they are within that 4-hour timeframe. The Contractor is required to provide the statment of being with the 4-hour timeframe attached to their submitted proposal to be considered for the award. 1.4 Period of Performance: The period of performance is a three (3) year effort consisting of one (1) base year and two (2) option years to be exercised. 1.5.1 Notification and Scheduling of PM Services: The first Preventive Maintenance (PM) will be scheduled no sooner than two (2) weeks and no later than 90 days after the agreement commences. Maintenance visits shall be scheduled at the convenience of the Government during normal business hours (Monday thru Friday, 7:00a.m. - 4:30p.m.) Unless prearranged with the onsite Government Designated Representative. The Contractor shall give the Government Designated Representative a 30-day notice prior to starting any PM type services. This is required in order to coordinate site mission coverage when electrical equipment requires an interruption in service. This notice must be given through email to the Government Designated Representative, a designated representative from the PL-ALTESS LMP Operations (names to be determined and given to the Contractor upon award of this contract). 1.6 General Information 1.6.1 Quality Control: The Contractor shall ensure that work complies with the requirement of the contract and PWS. A formal Quality Control Plan is needed for this contract. Surveillance and inspection will be conducted by the Government Designated Representative. Any deficiencies found shall be corrected in a timely manner. 1.6.2 Quality Assurance: The government shall evaluate the Contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.6.3 Recognized Holidays: The Contractor is not required to perform work on the following Federal holidays: New Year's Day Labor Day Inaugural Day Martin Luther King Jr.'s Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.6.4 Hours of Operation: The Contractor is responsible for conducting business between the hours of 7:00am - 4:30pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, weather, or similar Government directed facility closings. Work expected to be performed outside of these hours must be approved by the Government Designated Representative at least one week in advance. For other than firm fixed price contracts, the Contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.5 Place of Performance: Work under this contract will be performed at the US Army/PL-ALTESS/LMP, Primary Data Center (PDC) at Building 3N, Letterkenny Army Depot, Chambersburg, Pennsylvania 17201. 1.6.6 Type of Contract: The government intends to award a Firm Fixed Price (FFP) contract. This will be a single award. 1.6.7 Security Requirements: All Contractor and service personnel visiting the Letterkenny Army Depot (LEAD) must have US citizenship and provide one form of valid photo ID for entrance. All Contractor personnel will require an escort at all times. All Contractor and Service personnel providing a recurring service to LEAD are required to obtain a LEAD access badge. In order to obtain a LEAD access badge, the Contractor shall submit and obtain a favorable Nationwide Formal Background Investigation for those personnel. This background investigation must be from an Authority Having Jurisdiction (AHJ) of a U.S. Federal, or U.S. State agency, or licensed Background Investigation firm (license to be submitted with proof of investigation/background check` Contractor personnel not requiring a LEAD badge must obtain a visitor's badge at the Visitor Station located at the entrance to the LEAD facility. This badge must be worn at all times and be plainly visible. Contractor personnel performing work under this contract must possess and abide by LEAD and PL-ALTESS security requirements at the time of proposal submission, and must maintain the level of security required for the life of the contract. 1.6.7.1 PHYSICAL Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secure. 1.6.7.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor. 1.6.7.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer. 1.6.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer (KO), Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the KO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.6.9 Contracting Officer Representative (COR): The COR, if needed for this contract, will perform duties as specified in the KO's COR Letter of Designation. A COR may or may not be assigned to this contract. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. NOTE: The COR is not authorized to change any of the terms and conditions of the resulting order. 1.6.10 Key Personnel (Government): 1.6.11 Key Personnel (Contractor): The Contractor shall provide a Project Manager (PM) who shall be responsible for the performance of the work. The name of this person, and an alternate, who shall act for the Contractor when the PM is absent, shall be designated, in writing, to the KO. The PM or alternate shall have full authority to act for the Contractor on all project matters relating to daily operation of this contract. The PM or alternate shall be available between of 7:00am - 4:30pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.6.12 Identification of Contractor Employees: All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties, are required to identify themselves as such, to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by the Contractor are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contract personnel will wear visible badges at all times. 1.6.13 Contractor Travel: There is no specific Government-directed travel as part of this PWS. 1.6.14 Data Rights: The Government will have full ownership of all technical data, reports, and deliverables associated with this task order option. 1.6.15 Organizational Conflict of Interest: Contractor and sub-contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The Contractor's mitigation plan will be determined to be acceptable solely at the discretion of the KO and in the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI. PART 2 DEFINITIONS & ACRONYMS 2. DEFINITIONS AND ACRONYMS: 2.1. DEFINITIONS: 2.1.1. CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. 2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government. 2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract. 2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement. 2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-physical things such as meeting minutes. 2.1.6. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property. 2.1.7. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards. 2.1.8. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance. 2.1.9. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements. 2.1.10. SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor. 2.1.11. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract. 2.1.12. WORK WEEK. Is defined as Monday through Friday, unless specified otherwise. 2.2. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT AND SERVICES: 3.1 The Government will make available the restroom facilities in Building 3N for the Contractor's use in performance of tasks outlined in the PWS. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use. 4. CONTRACTOR FURNISHED ITEMS 4.1 General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract in accordance with this PWS. 5. SPECIFIC TASKS: Recommended Maintenance - the following are only recommended guidelines. Jobsite conditions may dictate that maintenance schedule is performed more often than recommended. The Selected Party shall review the recommended OEM and schedule for the equipment and accomplish the tasks during Preventative Maintenance. The Selected Party is to assume the unknown risks as it is a part of the Preventative Maintenance. The schedule follows the recommended maintenance schedule per the OEM.  Monthly: • For machines with e-coat condenser coils • Check condenser coils for debris; clean as necessary with Carrier approved coil cleaner. • Periodic clean water rinse, in coastal and industrial applications. • Check condenser coils for debris; clean as necessary with Carrier approved coil cleaner. • Check moisture indicating sight glass for possible refrigerant loss and presence of moisture.  Quarterly (for all machines): • Check refrigerant charge. • Check all refrigerant joints and valves for refrigerant leaks; repair as necessary. • Check chilled water flow switch operation. • Check all condenser fans for proper operation. • Check oil filter pressure drop. • Check oil separator heater operation. • Inspect pump seal, if equipped with a hydronic pump package.  Annually (for all machines): • Check all electrical connections; tighten as necessary. • Inspect all contactors and relays; replace as necessary. • Check accuracy of thermistors; replace if greater than ±2° F (1.2° C) variance from calibrated thermometer. • Check accuracy of transducers; replace if greater than ±5 psi (34.47 kPa) variance. • Check to be sure that the proper concentration of antifreeze is present in the chilled water loop, if applicable. • Verify that the chilled water loop is properly treated. • Check refrigerant filter driers for excessive pressure drop; replace as necessary. • Check chilled water strainers, clean as necessary. • Check cooler heater operation. • Check condition of condenser fan blades and that they are securely fastened to the motor shaft. • Perform Service Test to confirm operation of all components. • Check for excessive cooler approach (Leaving Chilled Water Temperature - Saturated Suction Temperature) which may indicate fouling. Clean cooler vessel if necessary. • Obtain oil analysis; change as necessary. • Chilled Water Pumps - o Monthly inspections:  Perform the following tasks whenever you check the pump during routine inspections:  Check the level and condition of the oil through the sight glass on the bearing frame.  Check for unusual noise, vibration, and bearing temperatures.  Check the pump and piping for leaks.  Analyze the vibration.  Inspect the discharge pressure.  Inspect the temperature.  Check the seal chamber and stuffing box for leaks.  Ensure that there are no leaks from the mechanical seal.  Adjust or replace the packing in the stuffing box if you notice excessive leaking. o Quarterly inspections:  Perform the following tasks every three months:  Check that the foundation and the hold-down bolts are tight.  Check the mechanical seal if the pump has been left idle, and replace as required.  Change the oil every three months (2000 operating hours) at minimum.  Change the oil more often if there are adverse atmospheric or other conditions that might contaminate or break down the oil.  Check the shaft alignment, and realign as required. o Annual inspections:  Perform the following inspections one time each year:  Check the pump capacity.  Check the pump pressure.  Check the pump power.  If the pump performance does not satisfy your process requirements, and the process requirements have not changed, then do the following: • Disassemble the pump. • Inspect it. • Replace worn parts. o Pump Maintenance Schedule:  Routine maintenance (Can be accomplished during pump operation)  Perform the following tasks whenever you perform routine maintenance: • Clean bearing bracket from any oil if found. • Check oil drain plug. • Lubricate the bearings. • Inspect suction and discharge flanges for any leak. • Inspect pump casing for any unusual damage signs. • Inspect the seal. • If the pump is offline check the coupling and its shims for any damage. • Make sure that the coupling guard s well tightened to pump base plate. • Check that motor alignment bolts are all in place. • Chilled Water Pump VFDs - o Visual Checks -  Vacuum dust and dirt from heat sink fins  Clean or replace as conditions require intake air filters (125 Hp constant torque models, 150 Hp variable torque models and larger have filters located behind the intake louver panels).  Check ventilation fans for proper operation and clean as needed.  Confirm VFD's ventilation clearances have not been obstructed  Check electrical connections and re-torque as needed. If possible, perform an IR thermal scan of the VFD's power input and power output.  Check line voltage  Check motor & output phase balance  Inspect DC buss capacitors (older drives)  Record the VFD's parameter settings using MCT-10  Confirm the VFD doors and covers are in place and properly closed o Clean the drive's interior -  Dirt coating drive circuit boards and other components can interfere with proper cooling and even provide a path for electricity to short out along unintended paths. This can cause erratic operation and possibly damage to drive components.  Corroded electrical connections can cause excess heat build-up, short circuits, erratic drive operation, and even component damage.  This should be done after the installation of the drives is complete and before power is applied to the drive. The main point here is to ensure that no metal filings or other installation-related dirt are inside the drive or its option enclosure.  If the drive is installed in an area where a lot of construction work will be performed, it is best to keep the drive covered while it is not in operation. Of course, if it is being used, the drive must be uncovered so that cooling air can be freely supplied to it. After the construction is complete it will be important to clean the interior of the drive. Low pressure, clean, dry air or similar commercial products can be used to clean dirt off of circuit boards. While a vacuum cleaner can be used to collect falling dirt, it is important to ensure that circuit boards are not damaged by the use of a powerful vacuum cleaner on the boards. Inspect drive connectors for dirt or corrosion.  In a normal environment, the drive's interior should be inspected annually and cleaned, if necessary. In dirty environments, more frequent inspection is required. The level of dirt found inside the drive can be used to dictate the frequency of inspections and cleanings that is required. • Chilled WaterLoop treatment: In-house protective monitoring requires a small initial investment and few hours of labor each year. The requisite tools and techniques are within everyone's reach. Following are step-by-step instructions for a successful program. o Drawing Samples - A sample should be drawn every three months for heated or chilled loops, and every month for steam loops, during the period the system operates. If a system runs just part of the year, sample again right before shut-down to ensure it is protected before it sits idle. System water may be analyzed right at the valve or collected and returned to a work area for analysis. A one-ounce sample is needed.  Select a faucet not used to feed chemical into system.  Open valve and allow fluid to run until its appearance stabilizes.  Fill sample bottle all the way to the top, cap tightly and close valve. o Analyzing Samples - Seven parameters must be measured, two of which are particular to chilled and steam loops. Portable probes and field test kits4 are available for five of the parameters. The remaining two are gauged by sight.  Opacity / Color: An indication of corrosion products, organic matter and particulates present. • Examine sample under good lighting. • Note opacity ("clear" or "cloudy"). • Note color ("colorless", "yellow", "pink", "rusty", "brown", etc.) • Record values. Example: "clear/colorless"  pH: A measure of acidic or basic conditions. • Make sure probe is properly calibrated (see manufacturer instructions). • Remove cap, turn on probe and submerge tip in sample. • Swirl gently until reading stabilizes. • Record value as pH. Example: "pH 9.4"  Sulfite: A measure of Sodium Sulfite in ppm. • Fill reaction tube with 25 ml of sample. • Add one drop of phenolphthalein indicator and swirl (sample will turn red). • While swirling sample, add acid-starch indicator one dipper-at-a-time until sample turns clear. • Add two more dippers of acid-starch indicator and swirl to dissolve. • Add iodide-iodate reagent one drop-at-a-time until sample turns blue. • Multiply number of iodide-iodate drops used by ten. • Record value as ppm. Example: 8 drops x 10 = "80 ppm"  Sarcosinate: A measure of Sodium Lauroyl Sarcosinate in ppm. • Fill sample bottle about half-full and recap. • Vigorously shake sample up and down for three seconds. • Immediately remove cap and count seconds as you watch foam dissipate. • Stop counting when clearing appears in the middle of foam. • Multiply number of seconds counted by ten. • Record value as ppm. Example: 3 seconds x 10 = "30 ppm"  Conductivity: A measure of dissolved inorganic salts in μmhos/cm. • Make sure probe is properly calibrated (see manufacturer instructions). • Swirl gently until reading stabilizes. • Record value as μmhos/cm. Example: "480 μmhos/cm"  Freeze Point: Temperature at which fluid freezes in °F (for chilled systems). • Make sure refractometer is properly calibrated (see manufacturer instructions). • Make sure the prism surface is clean and dry. • Use pipette to deposit two or three drops of sample onto surface. • Close cover and make sure no bubbles are trapped and entire surface is wetted. • Wait thirty seconds before taking reading. • Read value at junction of blue and white fields. • Record value as degrees Fahrenheit. Example: "-16 °F"  Hardness: A measure of calcium carbonate in ppm (for steam systems). • Dip strip into sample and hold for 1 second, then remove and shake off excess water. • Hold strip level, with test pad facing up, for 15 seconds. • Compare test pad color to color chart printed on bottle. • Estimate value if test pad color falls between chart colors. • Record value as ppm. Example: "13 ppm"  Correcting Chemistry - Record test results in the appropriate box and compare each to its safe zone. • If a value lies outside the safe zone, follow the action recommended for that parameter in the legend. • This completes the protective monitoring cycle. Repeat the process every three months for heated and chilled systems, and every month for steam systems. • Examples of safe-zone reports for each kind of the chilled water loop are given in the example chart below. 6. EMERGENCY REPAIR SERVICES (ERS) 6.1 The Selected Party is to provide unlimited 24/7 emergency service with 4-hour response time on site for all equipment listed above. Emergency service needs are to be managed by the Contractor's staff. Emergency calls will receive immediate troubleshooting attention from the Contractor's technical support staff. In the event the Government Designated Representative chooses to leave a message on Contractor's Emergency Call number, the Contractor will be required to return the Government's call within 30 minutes. Coverage includes 100% parts, labor, travel, and on-site time for both remedial and emergency repairs. The equipment is aging and needs more ERS than in past years. 7. DATA ACCESS AND EXCHANGE 7.1 Copies (hard and soft) of all Maintenance Reports, to include Parts Usage (List of Materials (LOM)) shall be provided to the Government 15 working days after the PM Service and/or ERs has been completed. Contractor shall maintain a database with all calls and service related history that is accessible by Government 24/7. 7.2 Soft Copy Reports/Documentation shall be delivered in the following manner: 7.2.1 Written explanations of services provided (PM or ERS) shall be delivered in a downward compatible version to MS Word 2007. 7.2.2 List of Materials shall be delivered in a downward compatible version to MS Word 2007 MS Excel 2007. 7.2.3 Another technical related data such as Operation and Maintenance Manual Excerpts shall be delivered in PDF format. 7.2.4 Product drawings and system one-lines to be delivered in AutoCAD 2012 with the option to deliver in MS Visio 2007. 8. NOTIFICATION AND SCHEDULING OF PM SERVICES 8.1 The Contractor shall give the Government Designated Representative a 30-day notice prior to starting any type PM services. This is required in order to coordinate site mission coverage when electrical equipment requires an interruption in service. This notice must be given through email to the Government Designated Representative, a designated representative from the PL-ALTESS LMP Operations Team (names to be determined and given to the Contractor on award of this contract). 9. REPORTING CONTRACTOR MANPOWER REPORTING - • The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: o Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; o Contract number, including task and delivery order number; o Beginning and ending dates covered by reporting period; o Contractor name, address, phone number, e-mail address, identity of Contractor employee entering data; o Estimated direct labor hours (including subcontractor s); o Estimated direct labor dollars paid this reporting period (including subcontractors); o Total payments (including subcontractors); o Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each subcontractor if different); o Estimated data collection cost; o Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); o Locations where Contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); o Presence of deployment or contingency contract language; and o Number of Contractor and subcontractor employees deployed in theater this reporting period (by country). • As part of its submission, the Contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. Contractor s may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web. CLAUSES The following FAR Clauses/Provisions apply: 52.212-1 Instructions to Offerors - Commercial Items 52.212-2 Evaluation -- Commercial Items. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before contract ends.
