Description
THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Although, the Government is not obligated to and will NOT pay for any information received from potential sources as a result of this synopsis, Industry is strongly encouraged to respond to this sources sought notice as information received may affect future acquisitions for the equipment/systems in question. USACE Seattle District is seeking responses from industry to determine if there are any known United States (U.S) manufactured or substantially changed Variable Refrigerant Flow Zoning HVAC Systems and Inverter‐Driven Ductless Mini‐Split HVAC Systems in existence that are being used for commercial applications. This requirement includes, but is not limited to, variable refrigerant flow (VRF) multi‐split heat pump (with or without heat recovery) and air conditioning systems; and inverter‐driven ductless mini‐split heat pump and air conditioner systems. The information received will be utilized in a determination as to whether or not an exception to the Buy American Act exists for construction solicitation and contracts that are being performed in the United States valued at less than $7,358,000, due to non-availability or unreasonable cost of American made variable refrigerant flow zoning HVAC systems and inverter‐driven ductless mini‐split HVAC systems. Of particular interest to this Contracting Officer is whether there exists an U.S. made ductless split system air conditioner that can be utilized with refrigerant lines ranging from 40 to over 100 feet in length. The information the Government has received to date indicates that only the Mitsubishi PKFY-P model series ductless split systems can meet the requirements. A Buy American Act waiver will be pursued for an existing construction project at Joint Base Lewis McChord if it is determined that there is no other system that can meet these requirements. It is requested that manufacturers, distributors, suppliers, and industry experts either provide confirmation that a U.S. made ductless split system (VRF) multi‐split heat pump exists or does not exist and whether there is any such systems besides the Mitsubishi units mentioned above that can accommodate refrigerant lines greater up to 100 feet.
