- REASON FOR MODIFICATION IS TO INCLUDE COMBINED SYNOPSIS/SOLICITATION WHICH INCLUDES CLAUSES PREVIOUSLY OMITTED AND CHANGES TO SUBJECT LINE TO READ SERVICES FOR SANDBLAST, PRIME AND PAINTING OF 34 PIECES OF EQUIPOMENT. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. CED2 provides maintenance, repairs and upgrades to heavy construction equipment, cranes, warehouse / rough terrain forklifts, 7 / 11 Meter Rib Boats, 34 ™ Patrol Boats as well as other various equipment and gear. CED2 provides this support to Naval Construction Forces, Naval Construction Training Center, Naval Surface Forces, Public Works Dept., Fleet Logistic Center Det Gulfport, Fleet Forces and several other Naval Commands. General Requirements: The awardee shall perform necessary required work to prepare for complete sweep sandblast to remove rust and flaking paint, in areas of heavy rust, corrosion and scale sandblast to white metal, hand prep required areas, prime and paint complete unit with ˜Flat Lusterless O.D. Green ™, including complete chassis, under-carriage, suspension and frame. Awardee will not perform any mechanical, welding or electrical repairs. The awardee will replace all stenciling / markings and all ˜Original Equipment Manufacturers ™ (OEM) specification labels / stickers / warning tape, etc. A joint inspection is to be performed by Awardee and Navy Representative before pick-up and delivery. The awardee must be within a 50 mile radius of CED2 located in Gulfport MS., this is due to travel restrictions for CED2 inspection personnel. Paint and Markings: Awardee will prepare unit to be sweep sandblasted to remove rust and flaking paint, hand prep required areas, prime and paint with DTR Primer and paint using ˜O.D. Green #34064 Flat Lusterless Polyurethane (including complete exterior and interior door jams surfaces, complete deck surfaces, complete chassis, under-carriage, suspension, axles, frame and all wheels inner and outer). The millage thickness should be ˜Dry Mil 6-7 ™ with DTR primer and ˜Dry Mil 4-5 ™ on top coat, total Millage will not exceed 12 Mil ™s. Re-stencil all original markings i. e. USN, TP-, Fuel markings, Tie Down, Lift Here, etc. etc. per. Re-install new replacement Original Equipment Manufacturers (OEM) specification labels /stickers/ DOT warning tape, same as original. Perform required clean up after paint to remove all residue and over-spray as needed. Report and Inspections: The awardee is required to send out a weekly status report to the CED2 points of contact. The status report should contain the USN Description of the equipment and the current status (i. e. Awaiting Sandblast, In Paint, ext., etc.). A joint inspection consisting of a representative of the awardee and the U.S. Government will perform a function inspection of the equipment prior to transporting to awardee facility noting any discrepancies. Upon completion of final paint and marking a joint ˜Acceptance Inspection ™ of the unit with a government representative (member of the Construction Equipment Division Two Inspection Staff / Support Shop Personnel (consisting of one of the 4 personnel listed below) must be completed prior to equipment being returned CED2. Time schedule for work performance: Upon awarding of contract the awardee has 50 days for CLINS 0001-0006 and CLINS 0010 - CLINS 0015 and 100 days to CLINS 007 through 0009 to pick-up, complete work and return equipment to CED2. Access, Security and Safety Requirements: The awardee is responsible to ensure personnel entering Naval Construction Battalion Center Gulfport, MS meet all requirements for entry. Transportation: The awardee is responsible for transporting all equipment. The awardee must meet all Department of Transportation (DOT) and Mississippi Department of Transportation (MDOT) requirements to include permits for over height, width and weight limit. Environmental Regulation Requirements: Awardee assumes full responsibility for compliance with Federal, State of Mississippi and local regulations on the handling and disposal of all hazardous materials generated in the fulfilment of this Statement of Work. The Construction Equipment Division, Gulfport and the U.S. Navy are fully supportive of the environmental regulations. Because of their support of this, the awardee must be in full compliance of the Mississippi Department of Environmental Quality Regulations, the contractor ™s facilities must meet OSHA/EPA, all booths shall comply with Ventilati0n Regulation 29CFR1910.94 requirements and workload needs.
