Description
The Department of Veteran Affairs, Network Contracting Office 16 (NCO 16), intends to issue solicitation no. VA256-17-R-0994, for Home Oxygen Services, for multiple VA locations within the VISN 16 geographic area. The following VA VISN 16 locations, their associated outpatient clinics, and their entire patient care catchment areas, will be included in the resultant contract: 1) Alexandria VA Health Care System Alexandria, LA 2) Gulf Coast Veterans Health Care System Biloxi, MS 3) Veterans Health Care System of the Ozarks Fayetteville, AR 4) Michael E. DeBakey VA Medical Center Houston, TX 5) G.V. (Sonny) Montgomery VA Medical Center Jackson, MS 6) Central Arkansas Veterans Healthcare System Little Rock, AR 7) Southeast Louisiana Veterans Health Care System New Orleans, LA 8) Overton Brooks VA Medical Center Shreveport, LA In accordance with the Performance Work Statement, the Contractor shall furnish all supplies, materials, equipment, and personnel necessary for patients requiring home oxygen services. Contractor shall provide Certified or Registered Respiratory Therapists to train, educate, and monitor patients, as well as complete assessments of the beneficiary s home and environment. Respiratory Therapists shall be licensed in accordance with the state in which they provide service. VISN 16 has beneficiaries that reside primarily Arkansas, Louisiana, Mississippi, and Texas, with some living in surrounding areas such as Alabama, Florida, Oklahoma and Missouri. Contractor must be accredited by Joint Commission (JC) or another national accreditation body that meets or exceeds Joint Commission standards, and must maintain accreditation throughout the duration of the contract. There are approximately 7,602 active patients at this time. The services associated with this contract include: All logistical/administrative functions involved with the day to day operation of providing the service to the Veteran, including in home respiratory therapy visits. This includes coordinating and managing patient care, deliveries and set-ups, briefing patient on proper use of equipment, documenting use of supplies and inspection of home in accordance with JC standards concerning patient use/safety of home oxygen. The resultant contract will be a split award, firm fixed price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) type, for a base period of two (2) years, plus one (1) three-year option period. The solicitation will be issued on the Federal Business Opportunities (FBO) website (https://www.fbo.gov) on/about September 8, 2017. The North American Industry Classification System (NAICS) Code is 532291 Home Health Equipment Rental, Small Business Size Standard $32.5 Million. Contract award will be based upon the tradeoff process in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-1. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB) Concerns. In order to be considered for award, prospective Offerors are reminded that in accordance with FAR 4.11 they shall be registered in the System for Award Management (SAM) database and shall complete electronic annual representations and certifications in SAM prior to award of a contract. SAM is located at http://www.sam.gov and consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO cost to use SAM. Offerors must be certified by the Center for Verification and Evaluation (CVE) at the time they present a proposal. Any proposal received from an entity not certified by the CVE as an SDVOSB will be considered as non-responsive to the requirements of the solicitation and will not be considered. This notice is for informational purposes only and is not a request for submission of proposals. No specific response to this pre-solicitation notice is required at this time. No potential offeror list is maintained. All potential offerors should register with Federal Business Opportunities if interested in this acquisition. No additional information is available other than what is noted herein. Firms are instructed not to call requesting additional information, and to monitor the Federal Business Opportunities website for the actual posting of the solicitation package.
