United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Solution Delivery, North Atlantic District 1 (NA D1) Telephone Procurement Business Office (TPBO) VA118-17-N-2518 The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is searching for capable local exchange carriers (LEC) for the services listed in attachment 0001 at the locations listed in attachment 0002. These services must be fully up and running no later than October 1, 2017 with no interruptions to the circuits or services. The current services have been previously provided under the GSA WITS3 contract. The anticipated period of performance is October 1, 2017 through October 31, 2018, with three, 12-month option periods. The proposed contract is for the continuation of telecommunications voice and data services: POTS/Business Lines, Trunks, Primary Rate Interface, DID, DSL, DS-1 and 10/100mbps point-to-point Metro E circuits, currently being provided at the facilities listed in the attachment 0002. The North American Industrial Classification (NAICS) for this effort is 57110. See specific services and Service Delivery Points (SDP) in the attachments 0001 and 0002 Spreadsheets. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. If interested, please submit a Capabilities Statement, limited to three (3) pages for your company, your teammates and or subcontractors. Additionally, please include a cover page which indicates your company s full name, your teammates and or subcontractors, point of contacts, any and all schedule contracts your company may have and your size standard for NAICS 517110. Please note VA118-17-N-2510 in the subject line of your response. Submittal Instructions: Responses are requested no later than 12:00 PM NOON EST, Tuesday, September 1, 2017 via email to Michael Frank, Contract Specialist at michael.frank@va.gov and Iris Farrell at iris.farrell@va.gov, Contracting Officer. Submit questions in writing, regarding this RFI to michael.frank@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment.
