- GMD RFI HLDD Access Application Form March 2017 GMD HLDD Access_Safeguard Agreement March 2017 GMD Common Booster RFI FINAL The Missile Defense Agency (MDA), Ground-based Midcourse Defense (GMD) Program is conducting market research to determine capability for sources to deliver by 2024 a next-generation "Common Boost Vehicle (CBV)". The CBV is a new-class of multi-stage booster that utilizes Solid Rocket Motors (SRM) or a combination of SRM/storable liquid propellant stages. Intent of the CBV is to enable mission flexibility and evolution while providing the necessary energy to lift future-generation payloads subject to mission constraints. MDA has identified several payload configurations (to be provided at classified Technical Interchange Meetings) and requests respondents specifically address each payload and the resultant CBV design(s) subject to infrastructure, survivability, schedule, and performance constraints. For each CBV configuration, MDA requests industry provide an assessment of the current marketplace, existing capabilities, and new development efforts that will be required to deliver each CBV configuration by 2024 as well as assessing the technical risks of meeting the desired timeline. NOTE: The format requirements for RFI responses are detailed under the Submission Requirements Section of the attached RFI. This is a market research announcement for informational planning purposes only and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by MDA. Information submitted will be considered as an exchange of capabilities and may be used as part of the future RFP. MDA will accept responses submitted as classified information. Any proprietary information provided should be properly marked. No RFP/solicitation will be issued at this time. Participation in this effort is strictly voluntary with no costs incurred or obligations made on behalf of MDA. MDA is in no way bound by the information obtained through this RFI, should an RFP/solicitation be issued at a later date. Responses to this notice will not be construed as an offer and will not be accepted by MDA to form a binding contract. Respondent's information/documents submitted in response to this RFI will not be returned. The Respondent's information/documents should be complete, informative, and demonstrate clear competencies and expertise in managing, executing, and delivering a qualified GMD CBV asset. This RFI is part of the overall market research activity to collect, organize, maintain, analyze, and present data in accordance with Federal Acquisition Regulation (FAR) 2.101.
