Inventory Experience & Past Performance Map Annual Furnace Service Crater Lake National Park Klamath County, Oregon This is a combined synopsis/solicitation for the annual service and maintenance of oil fired furnaces and boilers, a commercial item, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95 of January 19, 2017. Quotations are requested via this notice only. A written solicitation will not be issued. The solicitation number is P17PS02490 and is issued as a request for quotation (RFQ). This acquisition is 100% set-aside for small businesses.The North American Standard Industrial Classifications System Code is 238220 with an associated small business size standard of $15 million. The Government intends to award a firm fixed price contract to a single vendor determined to be responsive and responsible. In addition, you must be registered in the System for Award Management (SAM) website at https://www.sam.gov/. DESCRIPTION: This work consists of the annual service and maintenance of 18 oil-fired furnaces and one oil-fired heating boiler at Crater Lake National Park (CRLA) in Crater Lake, Oregon. LOCATION: CRLA is located in Klamath County, Oregon approximately 60 miles from Klamath Falls and 80 miles from Medford. State Highway 62 is the only all weather route through the park. TASKS: Test, fire and inspect general operations of furnaces and controls; Visually inspect flame patterns, fire box flues or chimneys, fans, belts, and pump motor operation and make adjustments as required to maintain one hundred percent (100%) equipment operation; Replace fuel filters, clean fuel pump strainers, replace fuel nozzles, inspect fuel pump pressure and replace fuel pump coolers as needed; Clean and inspect electrodes, clean combustion head, inspect transformer cables and connections, remove and clean cad cell, clean blowers and replace blower drive belts, lubricate motors and bearings; Inspect all wiring and test limit and safety switches; Clean and lubricate burners, motors, and inspect fuel supply lines for leaks and tighten as needed; Adjust burners for maximum efficiency; Clean exterior and interior surfaced of fuel residue, lint and dirt; Perform smoke tests (acceptable range will not exceed a trace); Perform combustion draft tests and CO2 and O2 temperature rise and efficiency tests. DELIVERABLES: The Contractor shall provide to the Contracting Officer's Representative (COR) a complete written report of services performed along with a statement as to the overall conditions of each furnace. Reports shall include all test results, recommendations, and any additional information regarding system repairs. Any additional repairs or replacement parts and associated labor outside the scope of the contract will need approval from the COR prior to any work being performed. The Quote sheet includes separate Option line items for repairs and emergency service calls. If emergency service calls are required, the contractor shall respond within one (1) hour after receiving any telephone repair request and shall be on site within twenty-four (24) hours after receipt of the call. Emergency service may be required on weekends and federal holidays. Routine work shall be performed Monday through Friday between the hours of 8:00am and 4:30pm. The contractor shall leave each area clean and free of debris at no cost to the government. NPS will provide access to housing units and administrative buildings and fuel filters. PERIOD OF PERFORMANCE: Annual maintenance will be performed in September or October each year. Base Year: September 30, 2017 - October 31, 2017 Option Year One: November 1, 2017 - October 31, 2018 Option Year Two: November 1, 2018 - October 31, 2019 Option Year Three: November 1, 2019 - October 31, 2020 Option Year Four: November 1, 2020 - October 31, 2021 ATTACHMENTS TO THIS SOLICITATION: There are two attachments: 1 Map of Crater Lake facilities; 2 - Past Performance questionnaire PAYMENT: The vendor must submit invoices via the IPP payment system. Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (Apr 2013) Payment requests must be submitted electronically through the U. S. Failure to attach the required documentation as specified above will result in the IPP invoice being rejected. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. The following factors shall be used to evaluate offers: (i) technical capability of the contractor as evidenced in the submittal of Attachment 2, Past Performance Questionnaire (ii) price (use Quote Sheet) (iii) past performance as evidenced in the submittal of Attachment 2, Past Performance Questionnaire All non-cost factors will be evaluated on a pass/fail basis. Best value is expected to result from the selection of the technically acceptable quotation with the lowest evaluated price. (b) Options. In accordance with FAR 17.206(b), the Government will evaluate offers for award purposes by adding the total price for options 2 - 5 to the price for the basic requirement (Line 1). Evaluation of options will not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
