Description
The Air Combat Command (ACC) Acquisition and Management Integration Center (AMIC), Joint Base Langley-Eustis, VA, intends to award a sole source modification to URS Federal Services, Inc., 20501 Seneca Meadows Parkway, Suite 300, Germantown MD, 20876, in accordance with 10 USC 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Unmanned Aircraft Systems Operation Centers Support (UASOCS) contract, FA4890-16-C-0007 was solicited as a full and open competition and was awarded to URS Federal Services, Inc. based on a Lowest Price Technically Acceptable (LPTA) best value source selection. The contract provides sustainment of UASOCS mission systems, the operations and maintenance (O&M) of equipment, and design/development of systems in support of Combat Air Patrols (CAP) managed by ACC. Contract includes support to the Wing Operation Center (WOC) and Network Operation Center (NOC), current and relocation of future Squadron Operation Centers (SOCs), Relay Remote Split Operations (RSO) facilities, the Video Distribution Hub (VDH), and the Remotely Piloted Aircraft (RPA) Satellite Communications (SATCOM) Relay Sites. The proposed modification to the contract will add SATCOM Remote Video Terminals (SRVT) Tier 0/1 Operation and Maintenance (O&M) support on Ramstein AB, Germany and Kadena AB, Japan and the sustainment of the not yet released location of Base X Squadron Operation Center (SOC). URS' UASOCS Help Desk, Unified Video Distribution Systems, Engineering functions and SATCOM Relay Sites O&M are already integrated into many of the SRVT and Base X SOC support processes. These contract functions are part of the overarching monitoring and status reporting for all the RPA communication architectures and the Government has concluded that award of this effort to another contractor would present a substantial duplication of costs that would not be recovered through competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, interested parties may identify capabilities by responding to this notice no later than 4:00 p.m. Eastern Time on 30 Aug 2017. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government; however, a determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
