- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to Northrop Grumman Systems Corporation, 7040B Troy Hill Drive, Elkridge MD 21075. Justification to procure using other than full and open competition is made pursuant to 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This effort is a follow-on to Contract N65236-11-C-3236, which was awarded to Northrop Grumman on a sole source basis under the authority of 10 USC 2304 (c)(1). This contract is for supplies and services for the AN/FSC-127 Enhanced Terminal Voice Switch (ETVS) and AN/FSC-127A Emergency Voice Switch (EVS) systems. The Government intends to purchase the following items: -AN/FSC-127 Enhanced Terminal Voice Switch (ETVS) Kits -AN/FSC-127A Emergency Voice Switch (EVS) Systems -Engineering, technical, and management support services -Spares and firmware support -Parts repair The AN/FSC-127 ETVS and AN/FSC-127A EVS systems are Navy programs of record and are the current standard Navy shore ATC communication systems. They have been fielded at the majority of Navy and Marine Corps Air Traffic Control (ATC) shore facilities [ETVS: 51 have been installed, three system kits required on this new contract; EVS: 21 have been installed, 20 additional systems are planned through FY20 on this new contract]. Because of the unique, highly specialized capabilities of the Northrop Grumman ETVS and EVS and the existing technical and logistical infrastructure, the Government is seeking procurement of additional ETVS & EVS systems, spares, and engineering support to meet current requirements and enable sustained support until the Federal Aviation Administration (FAA) replacement system has obtained a formal FAA In- Service Decision (ISD) and fielding begins in FY22 utilizing FAA contract DTFAWA-12-C- 00063. The Government is not seeking Internet Protocol (IP) based systems to avoid compatibility problems with existing remoting interface equipment. The FAA ETVS Navy baseline configuration includes the unique capability approved through FAA Configuration Control Decision (CCD) No. N30104 for "Key-to-Lockout" mode for radios, which meets the requirements defined by the Chief of Naval Operations (CNO) N885F Operational Capability Improvement Request (OCIR) 2002-016. Northrop Grumman has also developed additional unique capabilities for EVS in accordance with the SPAWARSYSCEN Atlantic Systems Requirements Document (SRD) N65236-ECS-SRD- 0001, which include a 4-hour backup battery capability, Radio Switchover Array, and Landline Switchover Array modules. These unique capabilities have been tested, approved, and fielded for all ETVS and EVS systems at Navy and Marine Corps ATC facilities. Northrop Grumman is the Original Equipment Manufacturer (OEM) of the equipment being procured and holds all proprietary rights to the equipment. An Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed-Price contract with an ordering period of 60 months is anticipated. The estimated value of this contract is approximately $13,400,000. The applicable North American Industry Classification System code is 334290, with an applicable size standard of 750 employees. This notice of intent is NOT a request for competitive proposals or a solicitation of offers. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within fifteen (15) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
