COPY ALSO ATTACHED AS WORD DOCUMENT This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/. The reference number is N0018917Q1923. The proposed contract action is for commercial supplies, in accordance with the statement of work. The NAICS code is 337215 and the Small Business Standard is 500 employees. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Change Notice 20150602. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit V and H Material Handling, LLC. on a sole source basis. The basis for soliciting only one source is as follows: NAVSUP WSS, Department of Energy Material Office, Code N009 is responsible for receipt, distribution, warehousing and safekeeping of Navy Nuclear Propulsion Program (NNPP) repair parts, equipment and components. The proposed acquisition is to procure Vertical-Lift, Modular, High Density, Storage and Retrieval Units that must be congruent with the following principles: 1) supports on-time delivery of NNPP material to nuclear powered ships and submarines, 2) alleviates warehouse space shortages, is modular and re-locatable, 3) must be conducive with Code N009 inventory accuracy principles and 4) supports Navy Nuclear Propulsion Information security requirements. Market Research was conducted by the customer and contracting activities to find sources capable of meeting this requirement. The contract specialist included the draft Government specifications in sources sought/request for information posting to the GPE. Based on the foregoing, market research has shown that Kardex-Remstar Standard Shuttle Units, Model XP-HD-500 3050 X 864-24 and Standard Shuttle Units, Model XP-HD-500 3050 X 864-21 meet all the minimum aforementioned requirements. This action will result in a firm fixed-price (FFP) purchase order. The resultant purchase order for the above requirement is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority for FAR 13.501(a). Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive quotes from any source. However, all submissions received by the closing response date/time will be considered by the Government. A determination by the Government not to compete the contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for these units in the future. To ensure mission support in the case of a storage unit malfunction, the vendor must provide a minimum of Two local Factory Certified Technicians that can respond within 2 hours to 24/7, 365 days a year support requests, with repair parts to ensure access to NNPP material to meet the on-time delivery of NNPP. The automated storage units must operate consistent with and compatible to, our mission support requirement of 100% on-time no exception delivery of NNPP material to the fleet. The system Must be MODULAR (i.e., not welded together) and flexible enough to be individually movable to another warehouse to accommodate both planned for and unforeseen future NNPP storage requirements and warehouse layout design changes. In order to control Inventory management accuracy principles established by FIARs and NAVSEA 08, the storage system must include an information center that displays the following data fields ergonomically located across the front of each unit and display at a minimum requisition information: Material Position, Depth, Quantity, Identification Number, Item Unit Weight, National Item Identification Number (NIIN), Serial Number, Location Number and Part Number. The Storage systems inventory management system must have controlled employees access code capability. The system Must be (DOT NET) technology, accessible only through a SQL Server local network interface. Due to the level of information security required with the management of NNPP material, the storage systems are in a classified controlled facility were WIFI and cloud based technology is not allowed to be introduced. The Navy s Enterprise Business System (EBS) is a secure inventory management site that will only be accessible through a SQL Server local network interface. To avoid storage unit damage by high volume forklift traffic in the vicinity of the storage units and still accommodate warehouse workers accessing the storage modules inventory management system the key pad data center must be centered on the units. The storage systems Must have automatic material access Safety doors to prevent employee injury and access to trays while trays are moving, and to also protect access to NNPP material when not in use. Warehouses will not have overhead lighting when the storage units are installed; as such each unit must have internal lighting in both front and in the rear of the shelving opening. Because of the vast differences in NNPP material inventory dimension ranging from envelope size packed gaskets to boxes 28 inch in height difference; Storage units inventory management system must maximize inventory storage space down to 1 inch tray height adjustment. To account for the weight differences in inventory, each unit Must have the flexibility to accommodate different tray weight capacities for light, medium and heavy group classed NIIN material. Storage units must clear maximum ceiling heights of 24 feet slopping to minimum ceiling height of 21 feet. Bldg. #7(phase 1) dedicated storage unit area square footage is 2268 square feet of which storage units MUST be configured back to back. Bldg.#6 (phase 2)dedicated storage unit area square footage is 1200 square feet of which storage units MUST be configured end to end in one continues row. The system Must have an inventory stock weight management capability to prevent operator overloading error and damage to NNPP inventory and the storage systems. Powered requirements for each storage system Must be 208 Volts 3 phase 60 hertz. NAVSUP Public Works Division (PWD) stipulated power support availability in BLDG. #6 and 7. Because of the sensitive nature of NNPP components and sensitive liquid stocked material, the storage systems operating speed must be adjustable per tray to prevent damage or spillage. To support high volume short turnaround time requisitions; storage units must be capable of dual inventory tray/ shelve delivery. To support individual employees access to inventory and avoid potential employee injury, storage units must be capable of programming adjustable ergonomics to account for each employee s tray height presentation. Any pre-assembled storage unit modular sections shipped to location must not exceed 10 feet wide or 10 feet high to account for access to building and navigation through active warehouse storage areas. The planned schedule disruption of Navy Fleet support requisition operations must not exceed 5 business days for instillation per storage unit. Storage unit shipment to location must be done so in a phasing in operation to account for operations disruption and site preparation.
