Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background The Laboratory of Molecular Gerontology (LMG), part of the National Institute on Aging (NIA), is conducting research into the causes, treatment, and prevention of aging and premature aging disorders. The LMG's mission is to seek fundamental knowledge about how the body accumulates damage to its DNA over time, how this contributes to aging and to use that knowledge to possibly reduce or prevent aging or age-related degenerations. Mitochondria are a Hallmark of Aging and a central node of research in our program. One of our current projects involves the collection and analysis of OCR and ECAR in live cells. These rates are key indicators of mitochondrial respiration and glycolysis and provide a systems-level view of cellular metabolic function in cultured cells and ex-vivo samples. The LMG is currently using an older model analyzer that is no longer supported by the manufacturer. It is imperative that we have a functional analyzer for our work. The LMG were the first in the Intramural Reasearch Program (IRP) to instigate these studies and have been relying heavily on this methodology for our research. Purpose and Objectives: The purpose of this acquisition is to acquire a cellular analyzer that can measure OCR and ECAR in live cells in a 96 well plate format. Generic Name of Product: Mitochondrial Function Cell Analyzer Brand Name of Product: Seahorse XFe96 Analyzer Purchase Description: An analyzer that can collect a variety of mitochondrial functions in live cells in a 96 well format. Salient Characteristics: The analyzer should measure a variety of mitochondrial functions. It needs to measure oxygen consumption and extracellular acidification rates, indexes of mitochondrial oxidative phosphorylation and glycolysis. It must have high throughput mitochondria functional analysis It must have the following functions: • Real-time Results- the system reports metabolic rates in just minutes, without sample extraction or labeling. Wave software controls the instrument and performs rate measurements on the fly for same day results. •Live-Cell Responses - detect responses to substrates, inhibitors, and other compounds in real time via the 4-port injection system and automated mixing while maintaining physiologic temperature (37oC). •Flexible Assay Design- the 96-well plate format accommodates many conditions in a single run allowing for dose-response studies and compound screening. •High Sensitivity- analyze as few as 5000 cells per well in the custom 96-well plate. •Generate a metabolic phenotype within one hour •Assess glycolytic rates in live cells •Quickly determines dependency of cellular energy production on mitochondrial substrates •Analyzes 3D samples such as spheroids and islets Quantity: One (1) Mitochondrial Function Cell Analyzer Delivery Date: Analyzer should be delivered and installed within 60 days of receipt of order Anticipated Contract Type: Firm Fixed-Price Option(s): None Capability Statement/Information Sought: Respondents to this notice must provide, as part of their responses, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information; (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code; and, (4) any other information that may be helpful in developing or finalizing the OPDIV's acquisition requirement. Information Submission Instructions: Respondents should provide responses accordingly: (1) submit information both electronically and by mail. No telephone or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 font minimum and 8 ½ x 11 size paper; (3) organize material in such a manner that clearly identifies and address capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (5) respondents must send two original copies via mail and one electronic copy via email; (6) responses should be received no later than 4:00 PM Eastern Time on August 30, 2017; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to jon.gottschalk@nih.gov. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
