Description
This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items, FAR Part 6, Competition Requirements, and FAR Part 13, Simplified Acquisition Procedures. The Statutory authority permitting other than full and open competition is FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Office of Personnel Management (OPM)/Chief Information Officer (CIO) /Enterprise Infrastructure Solutions (EIS) / Human Resources Solutions, Information Technology Program Management Office (HRS IT PMO) has a need to procure data center hosting services to expand the capacity and capability of OPM's current Boyers, PA data center, expanding its operations and systems into a Tier III, FIPS 199 High Risk capable data center hosting services environment. OPM requires DCH services through the use of a co-location facility where the facility provides capacity, power, cooling and physical security for the server, storage, and networking equipment to be provided by OPM. The minimum requirements of this anticipated acquisition are listed below: a. DCH Services Co-location Requirements: The facility is required to be immediately available within a 50 mile radius of OPM's existing data center in Boyers, PA and have an adequate capacity to host some of OPM's IT equipment necessary to support this requirement in a co-location DCH services environment. The required facility shall be located within a 50 mile radius of OPM's existing data center in Boyers, PA in order to accommodate the OPM federal workforce required to travel there on a daily basis during the normal execution of critical data center functions. The represented 50 mile radius is established in accordance with the definition of "official duty station" as defined in 5 CFR 550.112(j) and 551.422(d) which details that an agency may prescribe a mileage radius of not greater than 50 miles to determine whether an employee's travel is within or outside the limits of the employee's official duty station for determining entitlement to overtime pay for travel. Adequate capacity is defined as the ability to accommodate 12-30 standard size 42-U 4-post racks/cabinets with the potential for expansion to 24-50 standard size 42-U post racks/cabinets in the second year of performance. b. DCH Services Physical Security Requirements: OPM's equipment shall be separated from any other equipment owned by or hosted by the vendor providing DCH services. The facility must be well lit and monitored with both camera and video capture capabilities. Access to the facility shall be managed and controlled by magnetic door locks that require the use of electronic key-cards. Armed, appropriately trained security guard staff shall be present 24/7 and entry logs shall be retained for ten (10) years. All visitors with an express Government business that need to access the facility must be approved in advance and shall be escorted by properly credentialed personnel. The facility will not grant site access without consultation with OPM. FISMA High Accredited NIST 800-53(a) standards shall be applicable with conformance thereto monitored accordingly. c. DCH Services Power and Cooling Requirements: The DCH services environment shall be provided in accordance with Tier III data center standards and the necessary level of availability, as defined by the Uptime Institute, for powering and cooling OPM's IT systems. Adequate capacity efficiently power and cool up to 30 42-U 4-post IT racks with a standard availability of 5KW per rack is necessary. The facility shall have a fully redundant power grid system with feeds from a minimum of two (2) power substations, a minimum of 150KW of immediately available power, with the ability to increase to 250KW within the second period of performance, which can be dedicated for OPM's IT equipment and variable ability to support necessary amperages in support of said equipment. A minimum of an n+1 generator and seventy-two (72) hours' worth of fuel shall be onsite to power the facility in the event of a major outage. The facility's HVAC forced air system must be fully redundant. Other standards and requirements related to power and cooling delivery, consumption and monitoring along with environmental considerations applicable thereto are included in OPM's scope document. d. Other DCH Services Requirements: Full time (24/7) labor services in support of the following functions shall be provided by the DCH services co-location facility: weekly generator testing; quarterly preventative maintenance on all equipment, including UPS systems, battery quality and air handling systems; support of all facility power and cooling equipment; and facility maintenance and janitorial services to include cleaning and trash removal. OPM intends to issue a contract to Iron Mountain Information Management, LLC., 1 Federal St FL 7, Boston, MA 02110 to provide Data Center Hosting Services for a period of one year plus four option periods of one year each, for an anticipated total of five years. Iron Mountain Information Management, LLC is the only known authorized vendor that can provide Data Center Hosting Services within a 50 mile radius of Boyers, Pennsylvania and meets OPM's minimum requirements of Tier III Uptime Standards, FIPS 199 High Risk Standards, ability to provide a cage, and includes DataComm connection. The North American Industry Classification System (NAICS) Code for this requirement is 518210 - Data Processing, Hosting, and Related Services. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Kristin Blackmore, Kristin.Blackmore@opm.gov, within five days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Iron Mountain Information Management, LLC.
