- Draft 9M PB and EOD RIB Specification dated 25 August 2017 DISCLOSURE: This is a Request for Information (RFI) notice only. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing an RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to assess the availability of qualified, small businesses that would bid on the procurement of the attached requirements describing nine (9) meter Patrol Rigid Inflatable Boat (RIB), as well as nine (9) meter Explosive Ordinance Disposal (EOD) RIBs, This RFI will assist the Navy in finding qualified, small business sources to build the RIBs. Only U.S. built and U.S. flagged vessels will be considered. Description & MISSION PROFILE: The boats will be used by Philippines forces for patrol and interdiction efforts, and one variant is specifically intended for Explosive Ordinance Disposal (EOD) missions, including Mobile Diving, Salvage Units, and diving/demolition services in the maritime environment. Forces may be required to conduct underwater operations to locate, render safe and/or recover submerged objects and ordnance; harbor clearance/search; and expeditionary salvage operations. These operations have unique small-craft requirements. This capability will support: Diving missions during limpet response, Mine countermeasures (MCM) operations, Unmanned systems operations, Harbor clearance, Expeditionary salvage, Casualty evacuation (CASEVAC), Passenger transport, Patrol and Intradiction The described missions will be conducted worldwide in permissive and non-permissive environments. The Navy is attempting to identify potential, qualified, small business sources to build and deliver 9-meter Patrol Boat RIB and 9-meter EOD RIB based on the attached, draft specification. Key attributes and requirements include: •§ Variants: FMS nine (9) meter Patrol Boat RIB ( FMS 9m PB ) and the FMS nine (9) meter EOD RIB ( FMS 9m EOD ) •§ Boat type: Rigid Inflatable Boat (RIB) with center console and open cockpit •§ Nominal length: 9 meters (30 feet) •§ Hull material: Fiberglass reinforced Plastic (GRP) •§ Beam Overall (BOA): Approximately 10.5ft •§ Mission duration: up to 12 hours; EOD Boats, 12 hrs underway, underload for 8 hours •§ Nominal Aft Deck, clear (inboard of gunwale and collar) working dimensions: L 96 in. W 80 in. •§ Nominal EOD Variant payload: 5,000 lb. •§ Nominal EOD Variant payload: 3,200 lb. •§ Propulsion type: Twin Mercury Verado outboard gasoline engines, sizing and horsepower based on needs to achieve speed and range requirements. •§ Cruise speed: 25 Knots (Full Length, Calm Water) •§ Sprint speed: 30 knots •§ Range (with 10% reserve): 130 nautical miles or 4 hrs cruise + 8 hrs @ 5 knots •§ Sea State: Full operation in SS2, Reduced operation SS3, Survive SS4 •§ Transportability: Internal Air = C-130, Road = wide load without escort vehicle (notional max 10.5 ft beam), Hoisting with and without trailer. •§ Stability: Meets ISO 12217-1 Small Craft with a design category of B except for the flotation requirements of Section 6.8 and Intact stability calculations for the upsetting forces of the davit and crew operating it shall be verified using NAVSEACOMBATSYSENGSTA Report No 6660-99 Rev A. •§ Flotation: Level Flotation requirements of ISO 12217-1 Section 6.8 for Design Category C in the Full Load condition with genuine flooding of the interior of the hull. •§ Gasoline generator (240 Vac/60 Hz) sized for EOD mission equipment (notional 3-6 kw) installed above the main deck(EOD variant Only) •§ Davit to hoist 225 lbs davit (EOD Variant Only) •§ Standard Horizon Matrix VHF radio, GX2000 Marine band Radio or equal •§ Furuno Navigation system or equal •§ FLIR Navigator II Pan and Tilt system including Joystick Control Unit and suitable dimmable display (1 ea Patrol Boat Only, Space weight and power for EOD variant) •§ Hoisting fittings and slings •§ Deck cargo tiedowns •§ Diver provisions such as ladder, dive bottle stowage, day shapes and Navigation lights (EOD Variant Only) •§ Forward and aft gun foundations •§ Machine Stands and Mounts (section 700-2 per specification): Six (6) Mk16 Mod 8 (NSN 1005-01-323-7551) stands for the two (2) FMS PBs Three (3) Mk16 Mod 9 (NSN 1005-00-323-7552) stands for the FMS EOD hull are to be provided. Six (6) Mk 93 Mod 2 (NSN 1005-01-485-0126) mounts and six (6) M240 Adaptor (NSN 1005-01-504-2974) are to be provided for the two (2) FMS PBs Three (3) Mk 93 Mod 2 (NSN 1005-01-485-0126) mounts and three (3) M240 Adaptor (NSN 1005-01-504-2974) are to be provided for the FMS EOD hull. Responses & Submission of Information Interested parties are free to submit any information which may assist the Navy in its market research and respond to RFI N0002417R2232. There is a 10 page limit and a detailed proposal is not requested. Please include any drawings, specifications, or sketches. Provide as much of the following technical data as practical within the time constraints of this inquiry. The following information is requested: 1. Provide data and/or information on any vessel or vessel design in a similar size and capability range as that described in the draft specification. Data may be submitted on existing vessels, vessels that are conceptual or in design. If vessel is conceptual or in design please provide level of maturity. 2. Provide a description of the company's relevant experience. 3. If applicable, identify the number of vessels available and the years ships were delivered. 4. Identify the approximate price for candidate vessel. 5. Provide location of company production facilities. 6. Describe facility production capacity (e.g. estimate on total construction time for one EOD RIB, how many boats can be built per year, etc.), based on current and projected yard-wide workload 7. Offerors suggested to price items in section 700-2 separately and provide a response indicating capability to supply these items. If unable to verify ability to provide or unable to supply, please indicate and cite the reason. Interested parties are free to submit any information which may assist the Navy in its market research, no specific format is required.
