Description
PWS SOURCES SOUGHT SYNOPSIS THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for E911 Dispatch Services. Government is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested 8(a) small businesses only to respond to this sources sought synopsis. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS code is 561110 OFFICE ADMINISTRATIVE SERVICES The vendor should be able to perform at a minimum these requirements: a) Monitor and operate multiple channel trunked radio system. Operate commercial intrusion detection and fire alarm monitoring computer systems. b) Document emergency call and responder dispatch information in the CAD system. c) Document daily dispatches and movement of vehicles and equipment resources during routine and emergency response events. PST shall also record benchmark events during incidents in the CAD. d) Conduct the daily test of radio systems, emergency dispatch tones and emergency phones in accordance with SOP's. PST shall record system deficiencies and make applicable notifications in accordance with SOP's. e) Record fire and intrusion alarm tests manually as required. f) Forward all request for copies of recordings to the COR of the contract. g) Contact Regional Network Enterprise Center (RNEC) if trunked radio system and or primary crash fails in accordance with SOP's. h) Contact DES, ICIDS Administrator if ICIDS alarm system malfunctions. i) Notify support agencies for assistance as requested by emergency responders. j) Contact Directorate of Public Works (DPW) and Fire Department if fire alarms monitoring malfunction. k) Place work orders with DPW at the request of any First Responder and ICIDS Administrator. l) Upon receipt of five (5) continuous Kingfisher (KF) trouble alarms, the PST will submit a work order through DPW to have the fire alarm system checked/repaired. m) Submit a DPW work order for any ICIDS Zone when in A/C Power Failure. n) Initiate fire incident reports; provide incident numbers, time, responding units, etc to the responsible Fire Station after each emergency. Commercial Off-The-Shelf (COTS) Management Information System (MIS) such as Emergency Reporting will be used. o) Required to communicate via radio or telephone to surrounding mutual aid Fire Departments and EMS providers as needed and or directed by Incident Commander. p) Contractor personnel shall not have or possess personal cell/smart phones, or other electronic devices inside the ECC. q) Contractor personnel are permitted to have snacks, meals, and drinks at the workstation. The drinks must be in a sealable container as to prevent damage to the government property if spilled. r) Contractor personnel will be responsible for the cleanliness of their workstations, restroom, locker/kitchen area and dispatching areas. Cleaning supplies will be provided at no cost to the contractor. It's their responsibility to clean up after themselves and do a cleaning of their work area usually during the night shift. s) Determines the nature of the phone call and may transfer caller to the appropriate Public Safety Answering Point (PSAP) upon determining the location of the incident. t) Obtains, verifies, and records the location of the emergency, the name of the caller, the nature, severity and current status of the emergency, and obtains and other appropriate information needed to secure a full assessment of the circumstances. u) Operates automatic number identification (ANI), automatic location identification (ALI), telecommunications devices for the deaf (TTY/TDD) or other electronic devices to obtain and verify required data. v) Maintains a reassuring and calming manner with caller in order to obtain required information; persuades callers to stay on the line. w) In response to medical emergencies, provides first-aid or CPR instructions to stabilize the medical condition of persons until the arrival of professional medical assistance. x) In non-medical emergencies, provides precautionary instructions and advice to help assure the personal safety of person and/or to minimize the loss of property, pending the arrival of fire, police, and other assistance. y) Refers non-emergency situations to other appropriate public or private agencies, and may dispatch non-emergency personnel or equipment. z) Assist in the training of new trainees under the supervision of the shift supervisor. In response to this sources sought, please provide: 1. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Synopsis. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 2. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, identify business size (large business or a small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 3. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 4.
