Subject: SMALL BUSINESS SET-ASIDE - National Security Agency/Central Security Service (NSA/CSS) approved classified shredders. 4. Solicitation Number: W911QX-17-T-0213 5. Set-Aside Code: 100% Small Business Set Aside 6. Response Date: 08/31/2017 7. Place of Delivery/Performance: U.S. Army Research Laboratory Shipping & Receiving 321 Colleran Rd Aberdeen Proving Ground, MD 21005 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-17-T-0213. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. (iv) This acquisition is set-aside for 100% Small Businesses. The associated NAICS code is 339940. The small business size standard is 750 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 - Quantity twenty-five (25) each Classified Shredder for CD's and DVD's • Shredders shall be on the approved National Security Agency/Central Security Service (NSA/CSS) Evaluated Products List (EPL) 04-02 for Optical Media Destruction Devices dated 15 Sep 2015.(Reference: https://www.nsa.gov/resources/everyone/media-destruction/assets/files/epl-optical.pdf) • CD/DVD Capacity: 1 CD/DVD Per Pass • Shredders shall have maximum capacity for Waste: 39 gallon waste • Shredders shall be Non-Oiler model • Shredders shall have maximum dimensions: 40" H x 24" W x 19" D CLIN 0002 - Quantity twenty-five (25) cases of fifty (50) each Shredder Waste Bags • Waste bags shall have 33 gallon capacity to fit Classified Shredders referenced in CLIN 0001 CLIN 0003 - Quantity seventy-nine (79) each Cross Cut Shredder • Shredders shall be on the approved National Security Agency/Central Security Service (NSA/CSS) Evaluated Products List (EPL) for High Security Crosscut Paper Shredders document dated 18 May 2015. (Reference: https://www.nsa.gov/resources/everyone/media-destruction/assets/files/epl-18-may-2015.pdf) • Sheet Capacity: Ability to shred minimum10 sheets at once. • Ending particle size: 1/32" x ½" crosscut • Shredders shall be Dust Free Operation • Maximum Dimensions: 40" H x 26" W x17" D • Shredders shall be Non-Oiler model • Maximum Capacity for Waste: 34 gallon waste CLIN 0004 - Quantity seventy-nine (79) cases of fifty (50) each Cross Cut Shredder waste bags • 34 gallon capacity to fix Cross Cut Shredder referenced in CLIN 0003 CLIN 0005 - Shipping and Installation/Setup (vi) Description of requirements: The Laboratory Operations (LabOps) and Security Branch requires classified shredders listed in the NSA/CSS EPLs. (vii) Delivery is required 45 days after contract award. Delivery shall be made to Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at Aberdeen Proving Ground, MD 21005. The FOB point is the Army Research Laboratory - Aberdeen Proving Ground, MD 21005. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: In addition to the requirements set for the in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Evaluation Criteria - The specific evaluation criteria to be used are as follows: Evaluation Criteria (Lowest Price Technically Acceptable) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and has the lowest evaluated price of all offers meeting or exceeding the acceptability standards for non-cost factors. The Contracting Officer determines that past performance need not be evaluated because vendors listed in the National Security Agency / Central Security Agrency (NSA/CSS) Evaluated Products List (EPL) have been evaluated by the NSA/CSS. The technical acceptability element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Price will be evaluated based on the total proposed price, including options, (if any). (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.
