- Intent to Sole Source follow-on work for National Navigation Operations & Management Performance Evaluation & Assessment System (NNOMPEAS). The U.S. Army Corps of Engineers (USACE) intends to award a sole source firm-fixed-price purchase order (PO) to Roger Perta for work to complete follow-on work from previously issued purchase orders W912HQ-11-P-0170, W912HQ-13-P-0048, and W912HQ-15-P-0107 regarding the development of the NNOMPEAS. No competition is being sought. No other contractor has assisted with the development of, or currently uses, NNOMPEAS. A new contractor would be unable to readiy asssume this unique and highly specialized work in a timely or cost effective manner relative to the proportional cost of the follow-on work as stated in the PWS. This work was initiated in the original purchase order (PO) with the purpose of developming a centralized computer-based system to tabulate waterborne transportation cost structures for coastal deep-draft waterway projects. The new requirement is necessary to complete follow-on work in order to enhance the current system so that it meets updated standards required by HQUSACE. The new purchase order will enable the update of NNOMPEAS for operation compliance within the current USACE computerized environment in addition to the update of input information for vessel movements and vessel operating costs combined with integration of a newly-developed vessel powering and emissions model, enhancement of vessel load factor evaluation, and display enhancements for statistcal views requested by analysis or users in the field or USACE District offices. Period of Performance is 380 days or less. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated, however, a determination by the Goverment to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Roger Perta.
