Description

  NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veteran Affairs Southeast Louisiana Health Care System has a requirement for Reagents and Supplies for the Becton Dickinson (BD) Company FACS Canto IVD 10 Color Instrument. The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing the business size is 1,000 employees. The proposed purchase order is being solicited on a sole-source basis to Becton Dickinson Company. Becton Dickinson retains the exclusive right to not distribute, sell or service their systems and reagents through any other source within the US Government marketplace. The proposed action is for the procurement of Flow Cytometry Reagents and supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: the government's existing systems the FACS Canto IVD 10 Color instrument are only compatible with Becton Dickinson Company Flow Cytometry Reagents and supplies. Failure to obtain from BD will negatively impact the diagnostic capabilities of Hematology Oncology, Infectious Disease and other Medicine Service Lines. The Department of Veteran Affairs intends to award a firm fixed-price purchase order to Becton Dickinson Company using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 9:00am CST September 9, 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 09/09/2017 will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
