- Description: Single Award Task Order Contract (SATOC) Indefinite Delivery Indefinite Quantity (IDIQ) Wildlife, Natural Resource, and Cultural Resource Capacity: $6,600,000 (Base Period of three years + two Option Periods of one year each) This is a Sources Sought announcement only, No proposals are being requested or accepted with this synopsis. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No Solicitation is currently available. The responses to this Sources Sought will help to shape the acquisition strategy in developing a competitive requirement. a. The purpose of this Sources Sought is to perform a market survey to gain knowledge of interest, capabilities and qualifications of interested Contractors within the District's area of responsibilities for the general project description listed below. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The following are general capabilities required to perform the Performance Work Statement according to USACE standards. General Project Description: Locations of the work to be performed shall be within Joint Base Lewis McChord (JBLM) and Yakima Training Center (YTC) of Washington State. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform wildlife, natural resource, and cultural resource requirements. Performance Work Statement: The Contractor shall provide control of small erosion control projects using temporary or permanent erosion control features (gabions, hand seeding, hand planting of small areas); seedling planting (procurement, cold storage transportation and planting of 10,000 to 300,000 seedlings); aerial seeding; wildlife augmentation and trapping such as sage grouse and ravens; use of telemetry equipment for wildlife tracking; bat surveys (acoustic and trapping); archeological data recovery excavations; archeological inventories; evaluation and mitigation of adverse effects on eligible historic properties; cultural phase IIa, IIb, and II investigations; and curation of artifacts. The Contractor is required to obtain Migratory Bird Treaty Act permits and capture permits for personnel executing the requirements of the contract. The Contractor shall have a minimum of five (5) years of experience completing archeological investigations and evaluations in the Pacific Northwest. b. The proposed work to be performed under the following North American Industry Classification (NAICS) code: 541620 Environmental Consulting Services c. The U.S. Army Corps of Engineers, Seattle District (NWS) expects to utilize responses from this Sources Sought to determine the best procurement method for soliciting and awarding an anticipated contract. SUBMISSION REQUIREMENTS: Response Information: Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 15:00 hours (PST) 06 September 2017. All interested contractors must be registered in SAM to be eligible for award of Government contracts. Interested firms should email a capabilities package limited to five (5) pages and include the following: 1) Firm's name, address (mailing and URL), point of contact, phone number, email address, business category, business size, and business type. 2) Business classification; i.e. Large Business, Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), Small Business, 8(a) Program, or Other. 3) Up to three (3) examples of similar/relevant past projects. Examples include experience with the following: • small erosion control; • wildlife trapping and augmentation of birds; • telemetry: use of GPS or VHF radio-transmitters; • bat surveys/trapping and acoustic surveys; • archeological data recovery excavations, inventories, and mitigation of adverse effects of eligible historic properties; • phase IIa, IIb, and II investigations. 4) Cage code and DUNS number of your firm. 5) Firm's Joint Venture Information (if applicable).
