- Notice of Intent - The USDA, ARS, WBSC intends to award a sole source procurement to C-Lock, Inc., 2951 N. Plaza Dr., Suite 103, Rapid City, SD 57702, as they are the sole source for this type of specialized agricultural equipment pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a GreenFeed system, which will automatically measure enteric methane, carbon dioxide production from, and oxygen consumption by cattle in pasture or in the feedlot. The GreenFeed system is comprised of multiple components (gas analyzers, feeder system, trailer, air‐flow system, temperature and humidity sensors, webcam, tracer release system, data loggers, wireless connections, data analysis software, etc.) combined into a patented (US patent #7955971) system that automatically identifies and measures the enteric methane production of 15 to 25 free‐roaming cattle. The USDA ARS CPRL location at Bushland, TX and the USDA ARS GRL at El Reno, OK also have these systems and in an effort to make data portable among research units for the Beef Cattle Grand Challenge, technologies must be comparable among units. This system will be purchased to compliment another like it at the Woodward, OK location. The system will be used in collaborative research and it is imperative that research equipment be the same when testing results thus maintaining continuity of research. C‐Lock, Inc. is the sole source and sole marketer of this product in the United States. They currently hold the patent on this technology. The Government intends to award a firm fixed price Purchase Order on or about September 1, 2017, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their Interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:30PM central time, August 31, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
