Description
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to solicit and award a sole source purchase order to University of Maryland, 3112 Lee Building MD-005, College Park, MD 20742-0001 under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. ACC-APG has a requirement to procure a membership in the University of Maryland Computer-Aided Life Cycle Engineering (CALCE) Electronic Products and Systems Center (EPSC) for Army Materiel Systems Analysis Activity (AMSAA), located at the Aberdeen Proving Ground, Maryland, to aid in providing engineering design analysis for the many program managers and major Department of Defense (DoD) weapon systems they support. CALCE EPSC is a unique consortium of over 100 companies. This is the only consortium in existence designed to work as a team to share research, algorithms, methodologies, experimental data, solutions and tools to support development of military electronic equipment. Without the support of this consortium's research, experimental data, algorithms, methodologies and tools AMSAA would be severely impacted in conducting its mission resulting in major costs to the government stemming from costs to support unreliable electronic equipment. The proposed period of performance is 1 September 2017 to 31 August 2018. The proposed contract will be awarded on a firm fixed price basis. The North American Industry Classification System code is 611310 with a size standard of $27.5M. This notice of intent is not a request for proposals or quotations. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by August 30, 2017 will be considered by the Government. All information should support the offeror's capability to provide the supplies and services requested, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these supplies and services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be submitted via Email to Kathleen Wissler of ACC-APG at Kathleen.l.wissler.civ@mail.mil.
