FAR and DFARS Clauses and provisions incorporated into Request for Quotes Redacted Brand Name Only Justification to support the requirement to use Illumina HiSeq 4000 Performance Work Statement (PWS) & Quality Assurance Surveillance Plan (QASP) for library sequencing Pricing Sheet to proposed total quoted price for library sequencing tasks The following is a Request for Quote (RFQ) in support of the Armed Forces DNA Identification Laboratory (AFDIL) to support the Next-Generation Sequencing (NGS) workload. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD and all offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. DESCRIPTION: The Armed Forces DNA Identification Laboratory (AFDIL) is seeking a service vendor to outsource sequencing of 50 DNA libraries using the Illumina HiSeq 4000. The 50 libraries can be multiplexed in 8 sample-sets to be sequenced on 8 lanes of one flow cell. The AFDIL requires a total of five billion (5B) reads using paired-end, 75x75-cycle sequencing. The sequencing run must therefore be capable of generating 2.5B read-pairs. See the attached Performance Work Statement for more details regarding the required services. The AFDIL is evaluating the Illumina HiSeq 4000 for Next-Generation Sequencing to boost sequence reads over the Illumina MiSeq. Therefore, this requirement includes a Brand Name Only requirement to ensure consistent in data for future in-house sequencing runs. A redacted Brand Name Only justification has been attached to this RFQ which supports the rationale for including this brand name only requirement as part of this procurement action. Special Instructions: This requirement is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) for this requirement is 541711 and the size standard is 1,000 employees. The period of performance of the resultant contract is an estimated four (4) weeks from date of award. The delivery of sequence data shall be provided within three weeks after receipt of DNA libraries from the Government. Delivery is FOB Destination in accordance with Federal Acquisition Regulation (FAR) Clause 52.247-34. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Provision 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Quotes will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Please see the full text of FAR Provision 52.212-2 on pages 5 and 6 of the attached document entitled "Open Market Clauses and Provisions". Any resulting contract will be issued as an open market Firm Fixed Price Purchase Order. The attached document referenced above ("Open Market Clauses and Provisions") includes all clauses and provisions incorporated into this Request for Quotes.
