Description
The U.S. Army Contracting Command-Rock Island (ACC-RI) located at Rock Island Arsenal, Rock Island, IL on behalf of the Office of the Project Manager Combat Ammunition Systems (PM-CAS) is conducting a market survey to identify qualified sources within the United States and Canada that can Load, Assemble, and Pack (LAP) and deliver the M1122A1 projectile. The purpose of this market survey is to obtain current information on the capability of potential sources to LAP the M1122A1 for FY19-FY23 military requirements. The M1122A1 is a 155mm High Explosive (HE) Projectile which supports artillery units as a training projectile for the 155mm HE M795 Projectile. It is designed to have ballistic similitude to the M795 and M1122. The projectile body will be a one-piece forged steel design. The M1122A1 will achieve a range of 22.5km, with signature visible from a minimum of 4km. This Insensitive Munitions (IM) system design will achieve signature using booster charges and energetics. Weight similitude will be achieved with an inert fill. The packaging for the M1122A1 will be an IM pallet design, as used by the M795. The Technical Data Package (TDP) for the M1122A1 will not be provided in whole, or in part, in support of this Sources Sought. A response to this survey should show adequate technical and manufacturing capability to LAP the M1122A1. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources. Respondents should provide the following information which will assist the U.S. Government in developing its acquisition strategy: a) Provide evidence of capabilities to include the ability to LAP and deliver the M1122A1 or any past manufacturing experience with LAP of 155mm or similar rounds. In addition, provide a Rough Order of Magnitude (ROM) for the following ranges: 50K-75K units per year 75K-100K units per year 100K-150K units per year b) Description of facilities, personnel (numbers, experience, specialized skill sets), and environmental compliance as it relates to the above production efforts; c) Provide evidence of Quality Assurance in order to support this production program; and d) Provide company name, address, CAGE code, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). The respondent should provide sufficient details to the U.S. Government so as to make a reasonable assessment on the capability to produce these items at the required rates. This information is for reference and planning only. The U.S. Government will not pay for any information submitted or for cost associated with providing this information. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This market survey is for information and planning purposes only and shall NOT be construed as a Request for Proposal (RFP) or an obligation on part the part of the Government. The Government does not intend to award a contract on the basis of this market survey. All submissions are requested to be made within fifteen (15) calendar days from the date of this publication at no cost to the Government by electronic mail to Katie Young, katie.m.young9.civ@mail.mil. The Government will accept written questions by email ONLY. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All information submitted will be protected in accordance with the identified markings.
