- Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE 1.Solicitation Number: HHS-NIH-NIDA-SSSA-SS-17-614 2.Title: RNA Sequencing Support Services for Cellular Senescence 3.NAICS Code: 541380 - Testing Laboratories 4.Size Standard: $15.0 Million 5.Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: Cellular senescence is the reversible arrest of cell proliferation that happen when cells undergo stress potentially inducing abnormal proliferative events. Telomere shortening, genomic damage, epigenomic damage, are all events that are associated with the induction of senescent phenotype. In parallel to arrest of cell proliferation, senescent cells are characterized by several changes in cellular metabolism and gene expression. Several proinflammatory cytokines, chemokines and growth factors are produced by the senescent cells; in general, they are defined as senescence-associated secretory phenotype (SASP), and they have both deleterious and beneficial effects, depending on the physiological context. SASP deleterious effects included induction of local inflammation; in contrast beneficial of SASP include stimulation of immune clearance and regulation of repair of damaged tissues. In order to study the role of senescence in regulating the immune response we would like to analyze the RNA profile of monocytic cells that have been co-cultured with senescent WI-38 and relative control. Purpose and Objectives: The purpose of the work requirement is to support projects regarding RNA regulation through high depth RNA Sequencing. The contractor will prepare DNA sequencing libraries from the total RNA and sequence the prepared libraries. The contractor will work closely with investigators and technicians to insure that data are in the proper format and on the appropriate sequencing platform. The contractor will then provide FASTQ data files to the NIA. Finally, the contractor will provide summaries and documentation to Government staff as necessary. Regular meetings between Government staff and the contractor will be scheduled either via teleconference or email. The contractor will be required to provide technical consultation and support as needed at the government staff meetings, per the work requirements specified in this contract. Project requirements: The Contractor will: •Prepare DNA sequencing libraries per RNA sample as per instructions by the NIA. •Provide documentation of the quality of prepared libraries to Government staff. •Sequence the prepared libraries with Next Generation Sequencing platform. •Provide FASTQ files of DNA sequence to Government staff. •Provide documentation of DNA sequencing run for each sequenced library. •Provide 160 million paired end reads. LEVEL OF EFFORT: Qualified Technicians and/or senior researchers will perform the specific requirements. Depending on the quality of the RNA received, the preparation of samples to the final analysis could take up to 2 months for acceptable results. GOVERNMENT RESPONSIBILITIES •The government will provide RNA samples for library preparation. •The government will be provided all data to be reviewed, updated and adjudicated. •The government will be responsible for reviewing and approving reports and final data generated under the contract. DELIVERY OR DELIVERABLES The contractor will deliver periodic updates and updated data files, and at the conclusion of the contract period electronic digital data files reporting for the data to be reviewed, updated and adjudicated. REPORTING REQUIREMENTS The contractor will report by email, teleconference or in person regarding progress toward the stated goals and objectives. The report shall identify any problems that emerged and their resolution, or plans for resolution. Period of Performance: The period of performance shall consist of one base year with one optional, four (4) month, period of performance: Base Year9/1/2017 - 8/31/2018 Option Period One (1)9/1/2018 - 12/31/2018 Other Considerations: Required expertise in the specialized knowledge of preparation and sequencing of focused libraries for detection of RNA populations. Information System Security Plan: The contract will ensure that data from sequencing experiments are confidential. Data Rights: The National Institute on Aging shall have unlimited rights to and ownership of all deliverables provided under this contract, including reports, data updates and statistical results. This includes the deliverables provided under the basic contract and any optional task deliverables exercised by the contracting officer. In addition, it includes any additional deliverables required by contract change. The definition of "unlimited rights" is contained in Federal Acquisition Regulation (FAR) 27.401, "Definitions." FAR clause 52.227-14, "Rights in Data-General, " is hereby incorporated by reference and made a part of this contract/order. Publications and Publicity: The contractor will not write or publish articles of data produced as a result of the requirement of the Statement of Work (SOW). Capability statement /information sought. Please provide a capability statement, this includes: •Provide evidence the respondent has performed services. •Provide evidence of similar previous contracts of research of the same magnitude. •Information regarding (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed project of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Please provide your DUNS number, organization name, address point of contact, and size and type of business (e.g., 8(a), HubZone, etc.,) pursuant to the applicable NAICS code and any other information that may be helpful. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. The response is limited to one to two (1-2) page limit. The 1-2 page(s) do not include the cover page, executive summary, or references, if requested. Data Rights: The National Institute on Aging shall have unlimited rights to and ownership of all deliverables provided under this contract, including reports, data updates and statistical results. Section 508-Electronic and Information Technology Standards: Contractor shall perform work at a contractor site of his or her own selection. Access to a Molecular Biology Laboratory for preparing sequencing libraries as well as access to Next Generation sequencing equipment with appropriate computational support is required. Publications and Publicity: The contractor will not write and publish articles of data produced as a result of the requirements of the SOW. Confidentiality of Information: The government will not provide to the contractor any information or data of a personal nature about individual(s) or proprietary information or data pertaining to an institution or organization which is confidential.
