- The VA Richard L. Roudebush VA Medical Center, Indianapolis,INI, in accordance with FAR 13.106-1(b)(1)(i) Only one source reasonably available, intends to negotiate on a sole source basis with Central Security and Communications, 6831 E. 32nd St., Ste 100, Indianapolis, IN 46226 for furnishing all parts, material, supplies and labor to Upgrade 5 NVR s, Fiber Nic and Fiber switches to provide video storage for 30 days for cameras in the facility garage. NAICS 238990 applies, the small business size standard is $15 million. The contractor shall Contractor shall provide and install camera servers and fiber cables and switches to ensure that our camera server and core are on new IT standards within 90 days ARO Choosing another contractor to install this additional capability to the security system would result in additional administrative and contractual costs that would almost certainly not be offset by competition due to the re-work and learning curve of a new contractor. Additionally, awarding to a different contractor at this point would result in increased risk to the VA due to the contractor being able to point to the initial system and server installation as the issue for any malfunctions that they might have. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 3:30 EST on 8/29/2017. No telephonic inquiries or e-mail responses will be accepted. All responses must be mailed to VA Ann Arbor Healthcare System, 2215 Fuller Rd. (54C), Attn: Chuck Lakin, Ann Arbor, MI 48105.
