Description
Systems Analysis and Engineering Support I. INTRODUCTION Battelle Energy Alliance LLC (BEA), management & operating contractor of the Idaho National Laboratory (INL), is requesting an expression of interest from prospective offerors (subcontractors) that are qualified and capable to provide a fully managed service that fulfills systems analysis and engineering support needs for INL. Prospective offerors shall demonstrate their qualifications and capabilities by their responses to the submittal requirements listed in section 3. Only prospective offerors that meet all submittal requirements herein should respond to this Expression of Interest. II. PROJECT DESCRIPTION The purpose of the proposed four-year contract is to ensure customer continuity in the Washington DC area when commitments do not allow direct INL staff interface. INL is a science-based, applied engineering national laboratory dedicated to supporting the U.S. Department of Energy's mission in nuclear energy research, science, and national defense. With 4,200 scientist, researchers, and support staff, the laboratory works with national and international governments, universities and industry partners to discover new science and develop technologies that underpin the nation's nuclear and renewable energy, national security and environmental missions. The Systems Science and Engineering Division seeks support to execute specific systems engineering tasks which require residence in the Washington, DC area. III. SUBMITTAL REQUIREMENTS Prospective offerors should provide a written response to address the following: Introduction : Overview of the company including successful past performance performing similar work over the past five years. Please also include the name, phone number, and e-mail address of a representative of your company who can be contacted regarding this Expression of Interest. 2. Local Presence : Validation that the company has a Washington DC presence or within a radius of 50 miles of the US Capitol building. The Washington DC presence shall contain a small office area and be able to provide 2-4 full‑time employees for the support of this contract. 3. Personnel : Validation that the company can provide the following support (with the requisite experience/training) to perform work for the Idaho National Laboratory: •· Have demonstrated expertise in applying core systems engineering functions (mission need analysis, requirements derivation, alternatives analysis, technology development roadmapping, risk analysis, systems integration) on a wide variety of complex projects •· Have recognized, acknowledged, and/or award-winning expertise in Systems Engineering & Analyses as evidenced by a successful track record of prior work with DOE, DoD, and other federal departments and agencies. •· Have "name recognition" in Systems Engineering-related professional organizations, such as the International Council on Systems Engineering (INCOSE), Institute of Industrial and Systems Engineers (IISE), etc. •· Have demonstrated expert-level knowledge and experience using the DoD Architecture Framework (DODAF) v2.02 and the Joint Capabilities Integration and Development System (JCIDS). •· Have demonstrable expertise in Proposal Management and Authoring. •· Have expertise with Systems Engineering tools, including DOORS, SPEC Innovation's Innoslate, Vitech's CORE, and IBM's Rational software. Offerors should limit their entire response to less than five pages. Please note that "validation" as stated above, is defined as a description which demonstrates or proves that the prospective offeror can provide the required item (the local office and/or personnel as described above), or a description of the process the Prospective Offeror will follow to acquire the required item. Note : The formal RFP and SOW will contain additional and more specific submittal requirements.
