Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. UAS represent a new capability that will provide a variety of services in the government (public) and commercial (civil) aviation sectors. The growth of this potential industry has not yet been realized due to the lack of a common understanding of what is required to safely operate UAS in the NAS. To address this deficiency, NASA has established a Project called UAS Integration in the NAS (UAS in the NAS), under the Integrated Aviation Systems Program (IASP) of the Aeronautics Research Mission Directorate (ARMD). The Project goal is to provide research findings supporting the development and validation of detect and avoid (DAA) and command and control (C2) technologies necessary for integrating UAS into the NAS with airborne system tests. The next phase of the UAS-NAS Project will continue to focus on DAA and C2 technologies that are ready to be transitioned to implementation on unmanned vehicles, specifically to develop RTCA Special Committee (SC)-228 Minimum Operational Performance Standards (MOPS). To that end, integrated flight tests in FY18 and FY19 and simulations throughout the project are planned to support the development of the standards. This project provides an opportunity to transition concepts, technology, algorithms, and knowledge to the Federal Aviation Administration (FAA) and other stakeholders to help them define the requirements, regulations, and issues for routine UAS NAS access. This task will provide an end-item deliverable to support the development of UAS communication systems requirements. The contractor will develop a simulation environment within Riverbed Modeler of relevant UAS satellite and terrestrial communication system networks, to perform trade studies of different systems, and to complete performance analysis of selected systems. The NAICS Code for this procurement is 541712. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery is to NASA GRC. Delivery shall be FOB Destination. Offers for the items(s) described above are due by 08/30/2017 to jason.r.siewert@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (OCT 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAY 2015), Contract Terms and Conditions Required To Implement Statutes or Executive Orders- Commercial Items is applicable.
