Date: 8/28/2017 Year: 2017 Contracting Office Zip Code: 21702-9232 Classification Code: 611310 - Colleges, Universities, and Professional Schools Contracting Office Address: USA Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD 21702-5014 The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1(a) with the Iowa State University to procure a software tool to predict ensemble thermal and evaporation resistance. Solicitation Number: W81XWH-17-R-0065 Closing Response Date: 8/28/2017 - 9/12/2017. Point of Contact: Kandy Clark at kandy.b.clark.civ@mail.mil Contract Award Date: 9/18/2017 Contractor: Iowa State University Description: The primary objective is to develop and deliver a Matlab-based software tool that will predict CIE ensemble thermal and evaporative resistance from measured properties of textile samples. Development efforts include documentation and validation data sets. The software tool will allow BBMD to perform initial biophysical assessments of proposed articles of CIE without using actual prototypes. The basis of the tool shall be the numerical model developed by Dr. Guowen Song of Iowa State University, ISU (see References), that describes heat and moisture transport from skin to environment through textile materials. Using this model we will be able to explore the various effects of textile material properties, system geometry, as well as the environmental conditions on the performance of the multiple fabric systems. It will allow BBMD to perform initial biophysical assessments of proposed articles of CIE without using actual prototypes. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
