- PRE-SOLICITATION – 17-102-SOL-00058 PRE-SOLICITATION - 17-102-SOL-00058 INDIAN HEALTH SERVICES: WA State Well Drilling IDIQ Notice Type: Pre-Solicitation Sources Sought Synopsis: N/A Classification Code: Y – Construction of Structures / Facilities Purpose: The synopsis is issued to provide a notice to the public to the public information to be performed in support of the Indian Health Services (IHS). IHS is seeking a qualified Well Drilling Contractors to furnish well drilling and associated service at throughout various Washington State locations. Authority: IHS (Division of Engineering Services (DES)) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The proposed contract listed here is a 100 percent set aside for Small Business concerns. Therefore, the Government will only accept offers from certified small business concerns. All other firms are deemed ineligible to submit offers. This is a new procurement. It does not replace an existing contract. No prior contract information exists. This is the Pre-solicitation notice. The Solicitation will be available on or around Mid-September 2017, on www.fbo.gov under the number 17-102-SOL-00058. This is not a solicitation announcement for proposals, and no contract will be awarded as a result of this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The following work includes, but is not limited to the below Draft Statement of Work (SOW) Background/Overall: The Portland Area of the Indian Health Service provides potable and waste water installation, repair and maintenance to various Indian tribes throughout the Pacific Northwest. This procurement will provide well drilling services and other associated services for various locations / zones throughout Washington State. The Draft Scope of Work for this procurement includes all labor, material, equipment and any associated cost with one or more of the following: 1. Construction of individual drilled water wells: including well, casing, pump, pitless unit; 2. Construction of household water systems: including water service lines, pressure system; 3. Completion of water analysis, well logs, test pump reports, and as-constructed requirements. All work shall be in accordance to industry standards to include but not limited to: 1. Revised Code of Washington, RCW 18.104 2. Washington Administrative Code, WAC 173-160 3. 2016 Standard Specification for Road, Bridge, and Municipal Construction, Washington Department of Transportation (WSDOT), Amended April 3, 2017 (WSDOT Std. Spec.) 4. Appendix A – IHS Standards 5. Uniform Plumbing Code as adopted by Washington State, WAC 51-56-003 6. Electrical Safety Standards as adopted by Washington State, WAC 296-46B 7. County Code(s), as applicable 8. Tribal Regulation(s), as applicable The performance of the work shall be in Washington State and has been portioned into seven (7) zones: Zone 1: Counties Reservation Klickitat County Yakama Nation Reservation Yakima County Zone 2: Counties Reservation Clark County Cowlitz Reservation Cowlitz County Lewis County Zone 3: Counties Reservations Grays Harbor County Chehalis Reservation Pacific County Quinault Reservation Shoalwater Bay Indian Reservation Zone 4: Counties Reservations Clallam County Hoh Indian Reservation Jefferson County Jamestown S’Klallam Reservation Lower Elwha Reservation Makah Indian Reservation Quileute Reservation Zone 5: Counties Reservations Kitsap County Port Gamble Reservation Mason County Port Madison Reservation Thurston County Skokomish Reservation Squaixin Island Reservation Zone 6: Counties Reservations King County Muckleshoot Reservation Pierce County Nisqually Reservation Puyallup Reservation Zone 7: Counties Reservations Skagit County Lummi Reservation Snohomish County Nooksack Reservation Whatcom County Sauk-Suiattle Reservation Stillaguamish Reservation Swinomish Reservation Tulalip Reservation Upper Skagit Reservation It is the Governments intent to award one Indefinite Delivery Indefinite Quantity (IDIQ) contract per zone. Respondents are encourage to propose on various zones if logistically and economically feasible. Respondent shall submit a proposal for each zone that for which they wish to be considered. The estimated magnitude of construction of this requirement per IDIQ Contract/Zone is between $350,000.00 & $750,000.00 over the period of performance duration to include a base and four options years as indicated further below. Important Notice: It should be clearly understood that this Pre-Solicitation notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs. The North American Industry Classification System (NAICS) Code is 237110: Water and Sewer Line and Related Structures Construction, with a Small Business Size Standard of $36.5 million. Competitive Acquisition: The solicitation will utilize source selection procedures at FAR 15.304. Contract Type: Indian Health Service intends to award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contract in support of this requirement. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. Period of Performance: The Period of Performance will be one base year with four subsequent annual option years thereafter. Respondents are advised that registration in the Systems for Award Management (SAM) database is required prior to award of a contract. Failure to register in the SAM database may render your firm ineligible for award. For more information, check the SAM Website at http://www.sam.gov. Completion of the electronic annual representations and certifications are also mandatory prior to the award of a contract. Pre Proposal Conference: The Government is considering conducting two; two hour pre-proposal conferences. The Contracting Officer and various designated representative shall conduct the pre-proposal conference, furnishing all prospective offerors identical information concerning this acquisition. Conferees shall be advised that-- (1) Remarks and explanations at the conference shall not qualify the terms of the solicitation; and (2) Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.
