- THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS) has a potential need for a suite of softwares (Brand Name or Equal), leased for one year, which can be used for those purposes in multiple projects for Eastern Energy Resource Science Center. In order to be able to assess the reserve and production capacity of conventional and unconventional reservoirs, as well as to evaluate their potential for improved oil and gas production methods, reservoir properties, storage capacity and reservoir dynamics should be known. One of the best and proven ways of evaluating oil and gas reservoir for primary and enhanced recovery and to plan reasonable reservoir management approaches for national resources is to perform pressure or rate transient analysis on well data. We are planning to use available well and other reservoir data, which exist in databases or are provided by collaborators, for reservoir analysis related to Alaska, CO2 utilization and enhanced oil recovery, and other projects related to coal seam gas. These are important projects and the ability to perform reservoir analysis using rate and pressure data significantly contributes to accuracy or predictions and assessment results. Leasing of softwares that can be used for those purposes in multiple projects in Eastern energy Resource Science Center Brand Name or Equal to IHS Markit suites RTA, WellTest, CBM and DeclinePlus are needed to be able to take full advantage of the existing data and to contribute to the specific objectives and success of multiple important projects within the center. The North American Industry Classification System (NAICS) code is 511210 and the size standard is $38.5M. There is no incumbent contractor. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 4PM MT, Tuesday, August 30, 2017. 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Software comparability to those characteristics of the Name Brand listed here within. 3.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 4.Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 5.Point of contact information for vendor, Cage Code, and D&B Number. Submissions should be emailed to the attention of Mary Henderson, Contract Specialist, mchenderson@usgs.gov. Responses should be limited to 5 pages (single-sided) at 12pt Times New Roman font. Only email responses will be accepted. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
