Description
Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b) due to only one source being available to meet the Government's needs, to Cell Marque Corporation, 6600 Sierra College Blvd, Rocklin, CA 95677-4306. The requirement is for antibodies to be used in the laboratory's immunohistochemistry autostainers as follows: SATB2, 384R-10, Qty: 1 each; TTF-1, 343m-90, Qty: 1 each; CEA, 236A-18, Qty: 4 each; Cytokeratin Cocktail, 313M-10, Qty: 3 each; Cytokeratin 7, 307M-90, Qty: 2 each; Carbonic Anhydrase IX, 379M-18, Qty: 4 each; NKX3.1, 441R-10, 1 each; CD8, 108M-98, Qty: 4 each; CD99, 199R-48, Qty: 4 each; FLI-1, 254M-18, Qty: 4 each; TdT, 338A-78, Qty: 4 each; CD35, 135M-18, Qty: 2 each; Hemoglobin A, 360R-18, Qty: 2 each; CMV, 213-18-ASR, Qty: 4 each; HSV I, 361M-18-ASR, Qty: 2 each; HSV II, 362-18-ASR, Qty: 2 each; Treponema pallidum, 397A-18-ASR, Qty: 2 each; Adipophlin, 393A-18, Qty: 4 each. These antibodies enable pathologists to diagnose various disease conditions and have both prognosis and therapeutic value. The antibodies being requested have been formulated to work in the Benchmark Ultra strainers; they are prediluted and can be poured directly into Ventana antibody dispensers. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 04:00 PM Local Time, September 4, 2017.
