Description
The Naval Air Warfare Command Training System Division (NAWCTSD) intends to solicit, negotiate, and award firm-fixed-price sole source delivery order under a Basic Ordering Agreement (BOA) to Sikorsky Aircraft Corporation (SAC), 6900 Main St, in Stratford, CT under the authority of 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The procurement is for two (2) Containerized Flight Training Devices (CFTDs), one (1) Flight Training Device (FTD), and one (1) Avionics Management System Part Task Trainer (AMSPTT) training device, device updates and training services, and the associated non-recurring engineering, equipment and support for the United States Marine Corps CH-53K Heavy Lift Helicopter. Sikorsky has been the sole designer, developer and manufacturer of the CH-53K weapon system. Sikorsky was the Original Equipment Manufacturer (OEM) of the legacy H-53 fleet and the CH-53K aircraft. Sikorsky is the only known responsible source possessing the requisite knowledge, technical expertise, special skills, technical data, facilities and experience to complete development, integration and production, and training systems of the CH-53K to meet USMC requirements within the required time frame. In addition, Sikorsky is the only source qualified to develop the CH-53K helicopter training system, possessing the technical skill and equipment used for training system development, and testing necessary to meet the CH-53K program requirements and capabilities. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement of providing this hardware may be considered by the agency. It must clearly show the firm ™s ability to be responsive without compromising the quality, accuracy, and reliability of the hardware provided and without causing programmatic hardship. The Government will consider written and/or electronic media responses to this announcement no later than 1400 EST, 12 September 2017 and can be submitted to Elouise Bryant, Sr. Contract Specialist at elouise.bryant@navy.mil. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a small business size of 1,250 employees; and the PSC code is 1520, Aircraft and Airframe Structural Components. This is not a Small Business set-aside. All requirements must be awarded NLT 30 September 2022.
