- This announcement (FA7000-17-T-0106) serves as a Sources Sought Synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 for an upcoming acquisition at the United States Air Force Academy. This sources sought is issued solely for information and planning purposes and does not constitute a solicitation. Funding is not currently available for this requirement. DO NOT submit a quote or proposal in response to this sources sought synopsis. For the purpose of this acquisition, the North American Industry Classification System Code (NAICS) is 334220 and the size standard in number of employees is 1,250. The purpose of this notice is is to identify potential sources that are capable and qualified to provide a telescopic mast and video system for use on Academy football fields. Delivery is FOB Destination to USAF Academy, CO 80840. The specifications for this requirement are included. Comments and/or suggestions on the specifications are encouraged and can be included in your capabilities package. The following requirements are provided for the system. Specification/ Description of Requirements: Telescopic Mast and Video System 1. Console must be mobile due to the fact that we are never in one spot for the entire season for Fall and Spring practices. We move back and forth on East and West fields, as well as moving to a turf field when day light savings time occurs, then moving to the stadium for game days. Must also have operator station and weather proof hinged cover with daylight viewable monitor as we shoot during inclement weather, and during various times of the day from Aug to Jan. 2. Weather proof pan and tilt camera housing must be designed specifically for the environmental conditions of a football practice with wind, snow, and rain that is experienced in the ever changing Colorado weather landscape. a. Camera mounting designed specifically for high wind speeds. USAFA wind speeds average 12.3 MPH. In a scissor lift we are down to 10ft when the wind MPH hits 15 MPH, at 20 MPH we are not allowed to be up in a scissor lift.. b. These units will allow the safety of the filmer to film from the ground while being able to complete their job of filming anything safely from the ground. c. We need cameras that have a 100 degree per second, 3 chip PTZ (pan tilt zoom ) technology that will allow us to film in any inclement weather be it 50 MPH wind gust to snow storms that come earlier and earlier every year. Cameras with these characteristics will be fast enough to capture practice, and have the ability to adjust quickly enough to the speed of the game in any condition. 3. Rain blower to remove moisture from exterior camera to be able to film in any weather conditions. 4. Image stabilization and correction hardware and software. Image stabilizing system allows for stable video in the extreme wind conditions, 20 MPH is the limit we must adhere to when in a scissor lift, at 15 MPH you must be down to 10 ft high or down completely. By having image stabilization we are eliminating or dramatically reducing sway and shutter from the live video stream that we would be submitted to from a camera in a scissor lift. 5. Telescoping 55' mast. The system should be able to shoot from at least 55' in the air due to the tight filming spots. Ultimately the higher the better for filming. 6. Trailer a. A trailer which allows for the ease of moving a ever constantly moving filming area. b. Lightweight design to minimize impact on turf, due to the fact that the grass surfaces used the lightweight frame of the system leaves no markings on the grass and thus is safer for the cadet-athletes to not sustain any injuries while practicing or playing. 7. Electrical design provides fully self-contained operation without recharging for up to two days. Should this requirement result in a formal solicitation, the Government would intend to award a firm fixed price purchase order processed in accordance with FAR 12 and 13. This requirement is subject to the Defense Federal Acquisition Regulations (DFARS) 252.225-7001, Buy American Act and Balance of Payments Program Interested businesses shall provide the following information: 1. Have you provided this item in the past? b. Is there an Industry Standard for these items? c. What is your lead-time for providing this product? d. Are your products in compliance with the Buy American Act? e. Is there any aspect of the requirement which is overly restrictive? If so, please indicate and provide rationale. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/DRU/AFRCO/SMC ombudsman/ombudsmen]. (d) The ombudsman has no authority to render a decision that binds the agency.
