- REVISED Statement of Work The National Institute of Standards and Technology (NIST), Associate Director for Laboratory Programs (ADLP), requires that the results of federally funded scientific research, including that of awardees, be made available to and useful for the public, industry, and the scientific community. NIST requires a configurable, commercial-off-the-shelf (COTS), software product that provides an online, web-based, editorial review system for manuscript submission and peer review. It will be used by NIST staff members located in Gaithersburg, MD; Boulder, CO; Charleston, SC; Stanford, CA; Upton, NY; and College Park, MD; and by selected external users who may submit or review manuscripts. All parties will use the same configurable, fully-electronic, editorial review system. NIST staff members and collaborators annually produce about 2000 peer-reviewed manuscripts. Currently, NIST uses an in-house software system to conduct its internal manuscript reviews. NIST requires a COTS product that can replace the current system with a web-based, highly configurable, workflow management system for its manuscript submission and peer-review process. It must allow full Internet functionality for NIST staff members, including interaction with PubMed Central (PMC), which hosts NIST's repository for peer-reviewed publications. Reference attached solicitation documents. AMENDMENT 002 has been posted to extend the due date for quotations to June 29, 2017. AMENDMENT 003 has been posted to incorporate changes to the statement of work and extend the due date for quotations. Reference the atttached amendment for details.
