Description
593-18-1-8252-0003, VA261-17-AP-10255 The Department of Veterans Affairs, NCO-21 intends to issue a sole source procurement action for Homeless Shelter with; Westcare Nevada, Inc 5659 Duncan Dr Las Vegas, NV 89130-2811 The procurement is planned for a 5-year period beginning 10/1/2017. NAICS Code: 623220, Residential Mental Health and Substance Abuse Facilities with a Small Business Size Standard of $15.0M. This requirement will be satisfied by Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; This is a notice of intent to award a limited sources procurement action and is not a request for competitive proposals. Contractor shall provide Transitional Housing Services will be furnished to male, female, or both male and female Veterans, or Veterans with children, who are homeless and for whom such care is specifically authorized by the VA. Veterans may have specific mental health or substance abuse issues and some may also be mobility impaired. It is understood that these Veterans (referred to hereafter as Veteran residents) to be cared for under this contract will require care and services above the level of room and board. Contractor shall assign a case manager to each Veteran resident referred for the development of an individualized continuing care plan that includes but is not limited to mental health stabilization, psychosocial needs assessment and support, medications management, assistance with benefits applications, and nutritional evaluation and support. Services will include a. Substance Abuse Treatment. b. Case Management Services. c. Supportive Services.. d. Residential Room and Board. e. Laundry. f. Referral Process. g. Dietetic Services. h. Medications Including Controlled Substances. i. Transportation Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent service as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this synopsis by 1 Sep 2017, 4:00 PM Pacific Standard Local Time to Scott Wolfe, Network Contract Office, VISN 21, by E-mail to Scott.Wolfe@va.gov. Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Network Contracting Office will not reimburse any costs connected with providing the capability information.
